A Study On The Poverty Allevintion In Ruralareas Of Henan Province

Henan Province as a large agricultural province,rural population,rural poverty is also more prominent.By the end of 2015,there were still 4.3 million rural population in Henan province.Henan Province has always attached great importance to poverty alleviation and development work in rural areas.It has always made rural poverty alleviation and development work as the top priority in the overall work of Henan Province.The rural poverty alleviation and development work has been incorporated into the "ten key livelihood projects" in Henan Province,"The poverty alleviation work is listed as one of the" four major projects "of the three rural work.Based on the theory of poverty and governance,this paper analyzes the current situation of poverty in rural areas and the work of poverty alleviation in rural areas of Henan Province,and tries to provide useful suggestions for poverty alleviation and development in rural poverty-stricken areas in Henan Province.The main contents of this paper can be divided into:First,the history of poverty alleviation and development in China is briefly reviewed,and the general situation of poverty in rural areas of Henan Province is briefly described.The causes of poverty in rural areas of Henan Province are analyzed from four aspects: natural environment,production conditions,farmers' quality and education,Social and ecological aspects of Henan Province to assess the effectiveness of poverty alleviation,fully affirmed the effectiveness of poverty alleviation in Henan Province.And the main form of precision poverty alleviation in rural areas of Henan Province,and the case of Lankao County,Huaxian County,Gushi County and Songxian County,Empirical analysis draws on excellent experience.Second,the rural areas of poverty alleviation work in Henan Province to sort out the analysis,I found that rural precision poverty alleviation work in rural areas in the identification of precision identification of the work card is not in place,part of the staff quality,poor ability;precision assistance in the existence of poverty alleviation industry The lack of precision,the progress of the key projects is slow,the amount of funds is large,the assistance in the village is not in place,the poverty alleviation of thepoor counties and the village is insufficient;the policy-related nature of the financial poverty alleviation conflicts with the capital profitability of the financial institutions,Low credit growth,lack of agricultural institutions,complex credit procedures,lack of financial services and the lack of endogenous drivers of cadres and other issues.Finally,aiming at the problems in the work of precision poverty alleviation in rural areas of Henan Province,we have put forward the mechanism of accurate identification,strengthening the construction of the workforce at the grassroots level,improving the accuracy of the identification,developing the poverty alleviation of the characteristic industry,strengthening the supervision of the poverty alleviation project,strengthening the responsibility of helping the village,Poverty and county poverty alleviation of the population policy;increase cooperation with the government platform mechanism,adhere to the CBRC "four single principle",increase financial innovation and stimulate the masses cadres endogenous power policy recommendations.
