Food,clothing and housing are the basis for people's survival and development.Therefore,housing has become a necessity for people's lives.The right to housing is a basic right of our citizens.Therefore,the government has the responsibility to protect citizens' housing rights.Since the planned allocation of the housing system changed,China's real estate business has developed rapidly and the prices of commercial housing have been rising.In particular,housing prices in first-tier cities such as Shanghai,Beijing and Shenzhen have remained high,far exceeding the affordability of low-and middle-income groups.Housing is already elusive.In recent years,public rental housing has been vigorously built in various places,but since 2009,public rental housing development has been proposed for nearly ten years.The development of public rental housing is not perfect.In the specific implementation process,such as the low exit rate,housing Control and change the use of the house and many other violations.The low exit rate has caused the waste of public rental housing resources,and limited housing cannot satisfy the housing needs of low-and middle-income groups to the greatest extent.Therefore,the government needs to pay attention to the exit mechanism of public rental housing so that groups that really need public rental housing can enter public rental housing in a more timely manner.This article is divided into five parts,the content of which is as follows: The first part is the introduction,mainly discusses the research of this article.Background and significance,research status,research methods,research innovations,and frameworks;Section II describes China,The related concepts and theoretical basis of the public rental housing exit mechanism introduced market failure theories,housing filtration theory,fair distribution theory,etc.;the third part is about the development background,status quo and relevant exit policies of the current Shanghai public rental housing exit mechanism.The fourth part mainly analyzes the weight of the relevant influencing factors that affect public rental housing through the analytic hierarchy process.Throughthe ranking of five groups,the exit of public rental housing in Songjiang District is analyzed in depth;the fifth part is adopted.For the empirical analysis of the factors affecting the exit of public rental housing in Songjiang District,the countermeasures and suggestions for perfecting the exit mechanism of public rental housing were put forward: strengthening the supervision and management of public rental housing by grass-roots management departments,and strengthening the enforcement of the illegal use of public rental housing.Improving penalties and incentives,strengthening implementation and implementation of results,paying attention to and improving the difficulty of exit due to labor force discrimination,increasing the publicity of public rental housing,increasing tenants' initiative to withdraw consciousness,and improving the exit process of public rental housing Supporting measures.The exit mechanism of public rental housing relates to the fair and effective allocation of public rental housing resources.This article studies the influencing factors of the exit of public rental housing,including institutional and non-institutional factors.On the one hand,from the system level,it ensures that the tenants who should withdraw from public rental housing exit smoothly.On the other hand,it explores the influence from non-institutional factors.The personal circumstance of exit from public rental housing households provides an empirical test to improve the efficiency of the withdrawal of public rental housing.
