Research On The The Vicissitude Of Land System In Rural Areas Under The View Of Rural Contracted Land Management Right

Since the founding of the People's Republic of China,rural land has been closely related to China's economic.The study of the evolution of rural land system has become a top priority.The establishment of the family-based contracted responsibility system in1978 is a major innovation in Chinese rural land system.Research on the the vicissitude of land system in Chinese rural areas under the view of rural contracted land management right has become the key to studying rural land in China.Chinese land system reflects the relationship between people and people,people and the land,and is one of the important systems in China.The current land system is centered on the collective ownership system based on the family-based contracted responsibility system.And now it is developing towards the new setup of 'three rights division' with rural contracted land management right transfer.This thesis research on the vicissitude of land system in Chinese rural areas under the view of rural contracted land management right,and uses historical research,literature analysis and other methods to longitudinally examine the change track of rural land system.First,the rural land's proprietary rights was privately owned by peasants in the initial stage of new China;then the proprietary rights changed from private ownership to collective ownership during agricultural co-operation.Chinese governments implemented family-based contracted responsibility system after the reform and opening-up,which strengthened the peasants' rights on land.The peasants have rural contracted land management right of the land but don't own the land.The‘three-rights-division' in the land stabilizes the peasants' contracting rights and releases the land management rights.Now the focus is on the circulation of farmland.Combined with the different periods statistical materials and references,this thesis analyzes the reasons for the vicissitude of rural land system in four aspects: history,economy,society and politics.Achievements of the system's changing was evaluated by the main influences in different periods.Finally the thesis predicts the future direction of rural land system and presents improvement advice.The content is divided into five parts.The first part analyzes the concept of rural land system,the characteristics of rural land system and the changes of rural land system,which under the view of rural land contractual management right.The second part combs the vicissitude of rural land system since the founding of People's Republic of China.It is recalled the rights' change on rural land.Feudal landlord had the ownership of rural land at the very first.After land reform,the peasants had the rural land's ownership.The proprietary rights of rural land changed from private ownership to collective ownership during agricultural co-operation movement.In 1978,the establishment of the family-based contracted responsibility system enabled peasants to obtain land contractual management rights.In2004,the‘three-right-division' arrangement and rural land circulation mechanism had appeared.The third part analyzes the reasons for the changes of rural land system in four aspects: history,economy,society and politics.The inevitability of rural land system changes is obtained by analyzing the historical status,the development of productive forces,the adjustment of agricultural structure,the conditions of population and land resources and so on.The fourth part analyzes the impact of rural land system through the performance evaluation of different stages of rural land ownership change.The fifth part predicts the future development trend of rural land system,and proposes that the current land system need to be further improved from the aspects of system,market and environment in adapting to the development of agriculture.
