A Study About The Institution Of The Participation Of Non-governmental Chambers Of Commerce In Local Governance In Yueyang City

In the framework of local governance in Yueyang city,in addition to the government,the main body of governance also includes non-governmental organizations(NGO),such as non-governmental chambers of commerce.Through their deliberate networking,non-governmental chambers of commerce frequently interact with local governments in order to achieve participation in local governance and also have been proving their own value,while promoting local development.Since theirs establishment,these non-governmental chambers of commerce in Yueyang city has gone through three stages of development,each stage of the practical participation of non-governmental chambers of commerce in local governance either the same or different.In general,there are three main ways of the participation of non-governmental chambers of commerce in local governance in Yueyang city,active participation in local governance,promotion in economic development and devotion in public welfare.The participation of non-governmental chambers of commerce in local governance in Yueyang city has been deeply influenced by institutional environment.Moreover,the process of institutional environment changes reflects the process of the participation of non-governmental chambers of commerce in local governance.The institutional environment includes three aspects: political institution,economic institution,and social organization management institution.The interaction and game between non-governmental chambers of commerce and local governments are the internal motive force and logic of institution changes.The relationship between non-governmental chambers of commerce in Yueyang city and local governments involves interaction and game.There are institutional dilemmas of the participation of non-governmental chambers of commerce in local governance in Yueyang city.Among all the dilemmas,lack of macro-legal security,lack of specific local policy support,poor management system,and lack of institutionalized communication mechanism are the main difficulties.And the main causes of these problems are biased ideological understanding,unsmooth operation mechanism of the Chamber of commerce,and the hysteresis of local government reform.The key to achieving better participation of non-governmental chambers of commerce in local governance is to improve the institution.The construction of the new institution needs the joint efforts of local governments and non-governmental chambers of commerce.Yueyang local governments as the decision maker of the institution,need to assume the role of the main force of reform,providing a good institutional environment by accelerating the transformation of functions and improving policies and so on.The non-governmental chambers of commerce also need to continuously strengthen their own construction and improve their ability and initiative to participate in local governance.Only if the two are integrated,can Yueyang's local governance be promoted towards the goal of good governance.
