With the rapid development of China's industrialization process,industrial section has become the largest energy consumption section.The practical experience of developed countries proves that technical process has remarkably positive effect on energy conservation.However,the increase of energy efficiency does not make the energy consumption decrease and some regions' even increase,which is called “Rebound Effect”.Therefore,studying the change of energy efficiency and energy rebound effect and its effect on energy consumption have great significance.Firstly,this paper learns the concepts and calculating methods of energy efficiency and energy rebound effect by theoretical analysis.Then,this paper calculates China's provincial total factor energy efficiency,based on DEA method,which shows that the total factor energy efficiency of eastern areas presents steady downtrend,but still higher than middle areas and western areas.Finally,under the frame of Neoclassical growth theory,this paper calculates the rate of technical progress by Solow residual value,and estimates the energy rebound effect caused by technical progress of China's regional industrial section.The empirical result indicates that,from the aspect of eastern,middle and western areas,eastern energy rebound effect is the smallest,which is 48.79%,and next is the middle,and western areas is the last;from the aspect of nationwide,the average energy rebound effect is 65.32% from 2001 to 2014.Finally,through the theoretical and empirical study,we can know that the energy efficiency of China's industrial sector has obtained great improvement,but it still has improving space.Thus,this paper proposed the following suggestions:(1)Enhance government's control measures of energy;(2)develop and use new technology continually and improve terminal energy use ratio;(3)construct society of energy-saving type and form energy-saving atmosphere;(4)strengthen systemic energy conservation and avoid useless energy waste;(5)improve system energy conservation.
