Research On Risk Management Of Tourism Industry Poverty Alleviation Project

China is currently in the final stage of building a well-off society in an all-round way.How to fill the shortcomings of agriculture and rural areas and achieve the goal of a comprehensive well-off society is the top priority of the country's work.The 19 th National Congress of the Communist Party of China put forward the strategy of rural revitalization and is the general grasp of the work of agriculture,rural areas and farmers in the new era.In the strategy,it is proposed to adhere to the priority development of agriculture and rural areas,and accelerate the modernization of agriculture and rural areas in accordance with the general requirements of industrial prosperity,ecological livability,rural civilization,effective governance,and affluent living.Document No.1 of 2019 proposes to develop characteristic industries represented by rural tourism,expand new industrial new industries and expand channels for farmers to increase their income.As one of the important ways to get rid of poverty,the tourism industry has received more and more attention from the outside world.Because reasonable tourism poverty alleviation industry development can take into account a series of economic,social and ecological benefits,while using various rural resources.It can promote farmers to lift poverty and increase income and promote the rapid development of the local economy.It has a strong positive externality and is in line with the overall requirements for comprehensively revitalizing the countryside and building a well-off society.The tourism industry poverty alleviation project often involves the interests of the government,enterprises and farmers.At present,the tourism industry is facing many problems and risks in the process of poverty alleviation.For example,the tourism industry has poor sustainable development;the project management is chaotic,the benefits are low,and the management is excessive.Development;the interest linkage mechanism between poor households and tourism poverty alleviation projects is imperfect;and the risks of market,management,policy,and ethics in project development.Moreover,poverty alleviation in the tourism industry often takes the form of large-scale comprehensive projects.To solve the above problems and control the related risks,and truly bring into play the benefits of the tourism industry poverty alleviation project,we should start from the project management perspective and accurately identify the risks of the project implementation process.,assessment and control to ensure the stability and sustainable development of the project.This paper starts with the research on industrial poverty alleviation,tourism poverty alleviation and project risk management,and studies the riskmanagement methods of tourism industry poverty alleviation projects.Then take the specific case-Luotian County Yaner Valley Tourism Industry Poverty Alleviation Project as an example,through the field investigation method,literature research method,expert interview method and other methods,the basic situation and possible risks in the whole project development process of Yaner Valley The problem was summarized and analyzed,and fifteen risk factors of six risk categories were identified.Then the risk identified by the risk matrix method was evaluated.The Yaner Valley was constructed based on the original risk matrix and the Broda method.The risk matrix of the tourism industry poverty alleviation project evaluates and analyzes the risks of the Yaner Valley project,and derives the risk level and importance ranking of each major risk.Based on the identification,assessment and analysis of the risks of the tourism industry poverty alleviation project in Yantian Valley,Luotian County,it is found that the market risk and management risk are the biggest risks facing the Yaner Valley project in many risks.Both the government and enterprises should attach great importance to it.The Luotian County government should improve the investment management system for local tourism poverty alleviation as soon as possible;improve the efficiency of relevant departments;and accelerate the cultivation and introduction of local tourism poverty alleviation talents.Yaner Valley Company needs to do an accurate market analysis and positioning,accelerate the cultivation of the core competitiveness of the scenic spot,reduce market risks,improve the external management system within the scenic spot,and reduce management risks.At the same time,the Yaner Valley project is also facing policy risks,financial risks,moral hazards and natural risks.In terms of income distribution,the government should establish a dynamic monitoring mechanism to protect the interests of all parties.Enterprises should do a good job in fund management and control,broaden financing channels,and deepen the interest linkage mechanism between farmers and scenic spots.At the same time,farmers also need to strengthen their own capacity building and actively participate in the development of scenic spots.By playing the role of grassroots cooperative organizations and participating in the practice of poverty alleviation projects in the tourism industry,we can truly realize the ultimate goal of poverty alleviation projects in the tourism industry.Starting from the government,enterprises and farmers,this paper puts forward some targeted suggestions for risk management,hoping to minimize the risk probability and loss of Yaner Valley project,improve its economic,social and ecological benefits,and help local poverty alleviation.Career and economic and social development provide assistance,and also hope to provide reference for the risk management of other tourism industry poverty alleviation projects in China.
