Study On The Influencing Factors Of The Linkage Effect Between Rural Low Insurance And Poverty Alleviation Development In Dingxi

In the new era of decisive victory in building a well-off society in an all-round way,in response to the complexity of poverty-stricken population of the rural poor in China,the diversity of livelihood needs of the poor and the new situation of returning to poverty,China's anti-poverty strategy has shifted from the dual-track of rural low-income security and poverty alleviation and development to the two-line integration stage.As the two most important policies in China's anti-poverty practice,the link between rural subsistence allowances and poverty alleviation and development has played a huge role in China's poverty cause,and the poverty reduction effect and policy advantages generated by its coupling have gradually emerged.However,the influencing factors that constrain the Output effect of the two systems have not been eliminated,and the overall advantages of policy integration have not been maximized,many problems have arisen in the actual operation process of policy communication,policy implementation,policy accuracy,and policy evaluation,it is necessary to systematically analyze the constraints that affect the effect of their connections.Based on this,this paper focuses on the research of the influencing factors of the two institutional linkages.The two counties of Dingxi City with typical poverty characteristics in the Liupanshan contiguous destitute area are used as research samples,and using NVivo 11 analysis software,this paper makes in-depth analysis and summary of the influencing factors of the convergence of the two systems.Firstly,the study takes the policy process theory as the main framework,and constructs a theoretical model that analyzes the influencing factors of the two systems.Based on the survey data of the national social science project,the data of the interview text and the policy text are coded and analyzed,finally a compound coding table is obtained.Secondly,an in-depth analysis of the influencing factors at each level and its importance.The study has drawn four impact processes and 15 core influencing factors,namely,infrastructure construction,dynamic management,use of funds and construction of connecting cadres in the policy implementation process;departmental collaboration and platform construction in the policy communication process.Policy propaganda,fair mechanism;population identification in the process of precise policy,project accuracy,assistance from special hardship groups,participation of poor people;superior pressure on policy supervision and evaluation process,evaluation and supervision mechanism,and innovation mechanism.Among them,poverty population identification,departmental collaboration,dynamic management and cadre team building are core influencing factors,and policy precision and policy implementation are the core impact processes.Finally,based on the analysis results,the relevant countermeasures for optimizing the connection between the two systems are proposed,in order to promote the more reasonable operation of the convergence process.The innovation of this paper is to focus on the effect of the two systems that are easily neglected in the governance of poverty in the perspective of policy process,and to construct a model to analyze the influencing factors of the two systems,and to identify the impact of the execution in two systems.
