Study On The Change Of Agricultural Land System In New China

In every historical period of revolution,construction and reform,the rural land system arrangement has always been the focus of the CPC.In recent years,as the focus of our countryundefineds economic development,the problem of agriculture,rural areas and farmers has been hindering the healthy development of our economy,and the sustainable development of agriculture is directly related to the process of our countryundefineds future industrial modernization.The report of the 19 th CPC National Congress puts forward the strategy of revitalizing the countryside,affirming the important position of the rural economic development in the economic construction of our country from the top design level.As the foundation and core of the rural economic system,the agricultural land system is the key to the agricultural economic growth,so the importance of exploring the agricultural land system to adapt to the present political and economic environment of our country is self-evident.This paper systematically combs the historical evolution process of the agricultural land system since the founding of New China from the agrarian reform to the cooperative movement,the peopleundefineds commune,and finally to the household contract responsibility system and "the separation of the three rights".Through the analysis and evaluation of the agricultural land system in each stage,it is found that the agricultural land system in each stage has its rationality.The history of the change shows that the agricultural land system adapted to the conditions of the productive forces at that time can promote the development of the agricultural economy.The farmland system which is contrary to the development of productive forces is doomed to failure.According to the historical experience of the change of agricultural land system and the marxist land theory,it is concluded that all institutional arrangements should respect the wishes of farmers.In view of the future farmland system reform,this paper puts forward that we should pay attention to the trend of farmersundefined spontaneous reform of the agricultural land system in the course of agricultural production.And while adhering to the basic institutional framework,all localities are encouraged to arrange agricultural land system according to their own factor endowment.Through the study of farmland system in various stages after the founding of the peopleundefineds Republic of China,the final conclusion is that under the circumstance of uncertain performance and high cost of agricultural land system reform,the direction of agricultural land system reform should be guided by Marxist land theory in the future.Agricultural land system innovation should be carried out under the system frame of adhering to the collective ownership of agricultural land.
