Comprehensive Evaluation And Efficiency Measurement Research On “Five Modernizations” Coordinated Development Of Jilin Province

The Political Bureau of the Central Committee deliberated and adopted the "Opinions on Accelerating the Construction of Ecological Civilization",and proposed for the first time in the transition period of China's new normal economy to promote the deep integration of "new industrialization,urbanization,informatization,agricultural modernization and greening",reflecting the new Under the normal state of China's governance transformation,guided by the green innovation-driven development strategy,the three-dimensional governance system combining green governance system,green governance capability and green governance modernization is constructed.This article is divided into five chapters.The first chapter is introduction.The second chapter is the construction of the theoretical research foundation and the synergetic development index system of "five modernizations".The third chapter is an evaluation model of "five transformations" based on entropy correction and AHP empowerment.The fourth chapter is the efficiency measurement analysis of "five modernizations" synergetic development of Jilin province based on the DEA model.The fifth chapter is summary and prospect.The main work of this paper: Firstly,based on the principle of “innovation-driven,green and low-carbon,people-oriented”,we will build a comprehensive evaluation index system for the coordinated development of regional “five-oriented”,so that it can reflect the five major developments of innovation,coordination,green,openness and sharing.The key factor is the main source of development ideas for achieving the development goals of the 13 th Five-Year Plan period.Secondly,based on the order of the index entropy,the improved weighting method of entropy correction AHP is proposed.The third is to select the input-oriented comprehensive efficiency and technical efficiency model to construct the DEA computing platform,and take Jilin Province and nine prefecture-level cities as decision-making units and measure the synergistic development efficiency of “five-chemical”.The innovation and characteristics of this paper: Firstly,with the principle of “innovationdriven,green and low-carbon,people-oriented”,the regional “five-chemical” collaborative development evaluation index system including the green coverage rate of the built-up area is constructed to make it more universal.Sexuality,applicable to development studies in different development areas.Secondly,using the ranking of index entropy values to replace the subjective importance ranking in the traditional AHP weighting method,and combining the expert experience to determine the index importance scale value,so that the evaluation results are more reasonable.Finally,using the DEA model of input-oriented comprehensive efficiency and technical efficiency to measure the coordinated development efficiency of “five-chemical”,and apply this analysis method to the regional “five-chemical” efficiency measurement research,and to Jilin Province and its land An empirical analysis was conducted for the example of the city.
