An Empirical Study On The Coordinated Development Of "New Four Modernizations" In Hebei Province

In the report of the 18th CPC National Congress,the new order of new industrialization,new urbanization,information technology and agricultural modernization has been proposed.The new industrialization,new urbanization,information technology and agricultural modernization are four different aspects of our country's economic construction,but they are equally important to social development.They make influence for each other,and promote each other.The development level and coordination level of them are important segments for Chinese to achieve modernization,same to Hebei Province to become the developed province among domestic provinces.So find out the problems existing in the development process and coordination development of the four of Hebei Province is significant to plans of development strategy and policy' formulation,and to put forward new countermeasure is this article's final purpose.This article does deeper analysis of four components' connotation,and selects empirical index system on the basis of this,then makes description of the PLS path model,and uses the smart2.0 which is PLS path model' special software to make research for four components,and coordination measurement model to study overall development level and coordination level.By analyzing some development history of Hebei with empirical results,this paper gives final advices to promote Hebei Province's development level and coordinate degree.The main conclusions of this paper are as follows:the subsystems of the Hebei Province 'four modernizations',that is,the development level of new industrialization,new urbanization,information technology and agricultural modernization 'level are relatively low that make overall development level pretty low.The results show that the highest level of development is the new industrialization.The lowest is agricultural modernization,followed by information technology.The key to enhance the Hebei Province overall development level and coordination level significantly is to give full patience to information technology to play as a catalyst,but the focus is to promote the level of agricultural modernization.Presently the overall development level of 'four modernizations' in Hebei Province is still relatively low,but from 2005 to 2014 which is about 10 years,the overall development level of Hebei Province is some low,but present upward trend,the overall coordination degree has no obvious improvement.At present,the development of new industrialization in Hebei province is still focused on increasing the quantity not the quality,make poor performance in resource conservation and environmental protection during past years;For new urbanization,the urban population accounted for a larger impact on the empirical results,the urbanization construction has not fully reflect the new connotation of it yet,and there is wide promotion space in improving life quality of residents;The development of information technology in R&D investment and talent reserves are seriously inadequate,which seriously hindered its development;The degree of agricultural modernization in mechanization is better than other aspects,but there is much room for improvement in the overall level,and the key lies in the support of government policy?innovation and reform of management system and rural production.Finally,this article combine empirical results with and historical,give three suggestions as follows:First,to reform higher education deeply,improve the quality of higher education,and increase efforts to train high-level compound talents;Second,to make high skill outsourcing service enterprises as a buffer,high and new technology industry as a leader,to promote upgrade of industrial structure;Third,to promote the development of the integrated development of Beijing,Tianjin,Hebei steadily.The proposal of 'new four modernizations' to coordination development is based on the special situation of China which make the articles from foreign country are rarely few.In contract,articles from domestic are more than foreign country,but specific research articles based on Hebei Province haven't come out.Based on this,this paper selects the relevant data of Hebei to carry on the empirical study,hoping the results will do assistant to improve Hebei Province's economic output and the quality.A lack of this article is that it only selected provincial data,causing the comparison between Hebei and other Provinces is relatively wake,which may lead to the understanding of the development level of the coordination is not that comprehensive.
