Research On The Object Recognition Of The Rural Minimum Living Security System In The County Of Ningwu In Shanxi

Rural minimum security system is the foundation of the social relief system in China,it is a safety net to ensure the basic life of rural residents.Whether the target of the Rural minimum security system can be realized,whether the limited welfare resources can give the really poor rural families,the first question was whether can recognize the accurate objects,named object recognition.Along with the precise concept of poverty alleviation,the precise identification became the principal contradiction in this period,however,in practice,due to the specification and the farmers in policy implementation,and reasons for their own cause deviation within the object recognition villages,no shortage of resources use in the people who need it the most,"leakage protect" and "wrong" phenomenon is widespread,can affect the health running of the subsistence system and violated the the aim of the subsistence system.This article use investigation questionnaire and interview investigation,based on the data of Ningwu county in Shanxi Province.And from four aspects such as the safeguard object,security standard,decision procedures,and review to describe the current situation,and pointed out the following problems: lack of cognition of the policy,operating procedure is not perfect,the supervision and examination mechanism,single cognizance conditions,these lead to unaccurate recognizition.Aiming at the unaccurate recognizition,this article based on the microscopic investigation data of 256 rural families in Ningwu,choose four core index,such as household characteristics,family characteristics,housing characteristics and characteristics of durable consumer goods,these four aspects related to household income and consumption,construct a new system of target,index system of means testing(PMT),analyze its fact.By targeting efficiency of subsequent inspection found that the system have better recognition ability.So measures should be taken to improve the rural minimum guarantee system,strengthen publicity and education work,perfect the confirmation process,strengthen department coordination,perfect the supervision and evaluation system,strengthen the construction of social ethics and culture,from the above measures to create create the good environment,guarantee its role into full play,to achieve accurate targeting in Ningwu.
