Economic Resilience Assessment Of Specialty Towns

Since the concept of "specialty town" was first put forward in Zhejiang Province,specialty towns have sprung up all over the country.As a new growth space for economic transformation from rapid growth to high quality development stage,specialty towns took the lead in Zhejiang and proved their development status as the "main battlefield" of innovation and entrepreneurship in the new era.However,due to the impact of various internal and external risk factors,it is inevitable that the practice results can not agree with the expected goals,and several towns have been warned and downgraded.In order to achieve "cyclical cumulative" sustainable growth of specialty towns,a strong ability to deal with crises is essential.The theory of resilience is an important theory for the academic circles to study the relationship between regional elements and regional coordinated development.Based on the theory of economic resilience,this study evaluates 78 provincial-level towns in the first and second batches of Zhejiang Province.On the basis of systematic principles,scientific principles,guiding principles and operable principles,Constructing 24 indicators for evaluating the economic resilience of specialty towns from four dimensions: economic resistance,economic recovery,economic re-orientation and economic renewal.The weight of each index is calculated by analytic hierarchy process,and the evaluation model of economic resilience is constructed.The main economic resilience of specialty towns in Zhejiang province are empirically analyzed from the perspective of industry and space.Study finds that:(1)The resilience level of each specialty town with different industrial types is different.Compared with economic resistance and recovery,the economic re-orientation and renewal capabilities of Zhejiang need to be improved.The resilience level of each economic attribute in Northern Zhejiang is significantly higher than that in southern Zhejiang Province.(2)High-tenacity towns mainly develop information economy industries,mainly concentrated in the provincial capital city of Hangzhou and its radiation areas.Most of the middle and high resilience specialty towns are concentrated in the Northern Zhejiang Province,focusing on the development of high-end equipment manufacturing industries.There are a large number of specialty towns with moderate or lower resilience,and their spatial distribution is relatively scattered,but they are mainly in the south of Zhejiang Province.It shows that the resilience level of the specialty town is related to the leading industry type and the economic development level of the locality.(3)In view of the empirical results,the study proposes that we should take into account the parallel adjustment of town structure and economic structure in the construction of specialty towns.While developing the core area of specialty towns,radiation will promote the integrated development of "marginal" enterprises.Specialty towns should focus on specialty industries,increase core element input,improve facilities construction,optimize fixed assets investment ratio,speed up the pace of technological innovation,and achieve a win-win situation between the government and enterprises.
