The mode of economic growth in China is transforming into a mode of relying on technological progress and technological innovation as the driving force,and it will become an innovative country by 2020.The ability of enterprises to generate innovative revenues is weak,and the lack of incentives for enterprise technology innovation is widespread.In fact,the externality of innovation activities leads to the existence of spillover effects of technological innovation activities.Based on the original technology spillover measurement method,this paper thoroughly and comprehensively analyzes the mechanism of technology spillover,introduces the concepts of direct spillover and indirect spillover,and uses the Leonfeld inverse matrix method to derive the coefficient matrix and measurement formula of the complete spillover effect.Taking electric-tech enterprises as an example,this paper empirically analyzes the factors that affect the ability of enterprises to innovate and gives corresponding policy recommendations.First,this paper analyzes the entire process of technological innovation spillover activities,and puts forward that the ties of enterprise spillover are the technical and economic links between enterprises.Because of the interrelated effects of enterprises,spillovers will continue to flow indefinitely after overflowing into the receiving enterprise,and the spillover process will be divided into direct spillover and indirect spillover,so as to propose a complete spillover to include all spillovers,both direct and indirect.Secondly,based on the analysis of the mechanism of technological spillover,this paper uses the input-output method and the technical distance idea,and uses the Leontief inverse matrix method to construct a direct spillover coefficient matrix model and a complete spillover matrix model for technology spillovers.Technology spillover effect measurement model.Again,this article takes an electrical technology enterprise as an example to measure the company's full spillover effect.Through the measurement results,it uses the static micro-perspective,the inter-company meso-perspective and the government macro perspective,and applies static and dynamic analysis to research the ability of the enterprise's technological innovation.Nature and factors that affect the ability of the company's technological innovation.Finally,it puts forward policy recommendations for improving the ability of enterprises to innovate in technology and promoting the innovation of enterprises.Research findings: First,corporate technological innovation capabilities are divided into spillover capabilities and innovation output capabilities,and technological innovation capabilities are greater than corporate normal production activities.Output capabilities are greater than corporate innovation output capabilities.From the perspective of a single firm,there are insufficient innovation motives and technological innovations.Most of the capacity is realized with spillover capabilities.Second,the method for improving the technological innovation capability of enterprises is to increase the proportion of new product sales revenue and spillover investment,and increase the technical and economic links between enterprises.Third,corporate technological innovation activities have a positive impact on economic development.The government should implement innovative incentive policies.Finally,this paper presents a year-end subsidy method consisting of two parts,which can ensure that the vast majority of companies invest in innovation activities and still promote economic endogenous growth.
