Analysis On The Performance Of Financial Poverty Alleviation In Extreme Area

The development and evolution of human society is not only a brilliant history from backward to civilization,but also a history of struggle against poverty.According to the World Bank's latest statistics,there are still more than 800 million people living in poverty in the world in 2016.As the most populous developing country,China has a pain in poverty.A lot of people live in poverty is the most prominent short board for China to fully build a well-off society.Therefore,facing the problem of poverty and actively taking effective measures to reduce the incidence of poverty and poverty,is the global common face of the urgent problems to be solved.Since reform and opening up,China has attached great importance to poverty alleviation and development,and poverty alleviation work has always been a major national strategy to eradicate poverty.With the publication of the Outline of China's Rural Poverty Alleviation and Development(2011-2020),China has entered a new stage of poverty alleviation in successive areas.Financial poverty alleviation as a powerful means of poverty alleviation has become the world's weapons to deal with poverty,compared with the financial poverty alleviation,financial poverty alleviation do the maximum development for the willingness who have the productive capacity,which connotation is more in line with the new era of China's "precision poverty alleviation" concept.The northwest of Hunan Province is located in the Wuling Mountain contiguous area,is the Miao family and the Tu ethnic minority ethnic settlements,but also the development of poverty alleviation work in Hunan Province in the top priority.Hunan Province,as an important part of the strategy of the rise of China's central region,its economic and social development and progress in promoting regional coordinated development has a very important position.Although the depth and breadth of financial poverty alleviation in Hunan Province has been expanding,but the status quo,the economic development level between the northwest of Hunan and Hunan Province is much larger.It is the most urgent problem to study the performance of financial poverty alleviation in the northwest of Hunan province and to explore the optimal model of financial poverty alleviation in rural areas.In this paper,as Xiangxi,Zhangjiajie,Huaihua and other places research targets,it makes a theoretical analysis and empirical research on the performance of financial poverty alleviation and its related factors.First,on the basis of the understanding and research of the relevant domestic and foreign literatures,it defines the concept of the term referred to in this paper and organizes the theoretical basis of the financial development of the contiguous area.This paper selects the number of financial outlets in the target area,the financial practitioners,the per capita savings deposits,the ratio of loans to farmers,the per capita agricultural loans as input indicators,the number of poor people per capita,the per capita net income of farmers,the enrollment rate of school-age children,per capita GDP and urbanization as output indicators,the data envelopment analysis method(DEA-BCC)and Malmquist index method were used to quantitatively analyze the performance of financial poverty alleviation from static and dynamic aspects.Then,the Tobit model is used to explore the main factors that affect the performance of financial poverty alleviation in the northwest of Hunan.Finally,after a detailed qualitative and quantitative analysis of financial poverty alleviation and development in the region,policy recommendations are provided for financial poverty alleviation in the region.The research shows that the influencing factors of static performance(comprehensive efficiency)of financial poverty alleviation in northwest Hunan can be analyzed from two aspects,when the comprehensive efficiency is decomposed into pure technical efficiency and scale efficiency,it is clear that pure technical efficiency is the main factor affecting the overall efficiency of local financial poverty alleviation;Using the Malmquist index to analyze the financial performance of poverty alleviation in the region,it is concluded that the improvement of total factor productivity mainly depends on the improvement of technical efficiency and the improvement of technical level,and the improvement of technical efficiency is mainly due to the improvement of scale efficiency.Through the Tobit regression analysis,we can see that the external factors that affect the financial poverty alleviation in the northwest of Hunan mainly include economic structure,the number of financial institutions,the quality of the population,the construction of infrastructure,the degree of information and the population structure,among which the economic structure,the number of financial institutions,the quality of the population,the infrastructure construction and the comprehensive efficiency of financial poverty alleviation has a significant positive correlation,and then the two factors will hinder the performance of financial poverty alleviation.
