Analysis Of Financial Poverty Alleviation Efficiency In Poverty Counties Of Anhui Province

Since the Central Poverty Alleviation and Development Work Conference was held in November 2015,the horn of the poverty alleviation and rush has been blown,and the historical mission and major goals of comprehensive poverty alleviation have also been put on the agenda.In 2018,about 280 poverty-stricken counties in China were decapitated,and the poverty alleviation was more than 10 million in the whole year.However,the rural poor population still has 16.6 million.Most of them are concentrated in the national poverty-stricken counties,and their own development is weak,and it is difficult to get rid of poverty.As a powerful means of poverty alleviation in the new era,financial poverty alleviation is being explored to actively serve the cause of poverty alleviation.Anhui Province,as a major agricultural province,attaches great importance to financial poverty alleviation work,and distributes accurate poverty alleviation loans in the first half of 2018.Second,the weak economic foundation and poor financial environment of the poverty-stricken areas may limit the development of financial poverty alleviation,resulting in problems such as poor sustainability,inefficiency,and low precision.Measuring and exploring how to improve regional financial poverty alleviation efficiency has been given both real and theoretical significance.For the measurement and improvement of financial poverty alleviation efficiency,this paper also uses the data envelopment analysis(DEA)model based on many scholars at home and abroad.The three-stage DEA method is used to calculate the financial poverty alleviation efficiency of the national poverty-stricken counties in Anhui Province from 2015 to 2017.It is found that the overall efficiency is acceptable,but there are still 13 counties with improvement space,and improving the efficiency of pure technology is the key.The Malmquist Productivity Index was used to dynamically measure the efficiency of three years,and its total factor production efficiency showed a deteriorating trend.The management innovation for financial poverty alleviation needs to be strengthened.In view of the above problems,this paper puts forward the following four suggestions in combination with the background and status quo of financial poverty alleviation in poverty-stricken counties.According to local conditions,the development of characteristic financial poverty alleviation model is the keynote,and vigorously promoting regional economic development is the core.Improving financial services to encourage agriculture-related financial institutions is the support.Establishing a sound rural credit system is a guarantee.
