Evaluation Of High-quality Development Level Of Hubei's Industrial Economy

Hubei Province is one of the major industrial provinces in China.It has complete industrial categories and has certain competitive advantages in the automobile,metallurgy and textile industries.It has made great contributions to promoting the urbanization process and economic and social development of Hubei Province.In recent years,the industrial economy of Hubei Province has developed rapidly.From 2012 to 2017,the number of billion-dollar industries has increased from 11 to 17.In 2018,the total income of the main business realized by industrial enterprises above designated size in the province was ranked by the national number of the previous year.From seven to six,the total industrial added value remained at the seventh place in the country.However,on the whole,the gap between the total industrial scale of Hubei Province and that of central Henan Province is still large,and it also faces problems such as low efficiency and weak processing capacity of industrial pollutants.Promoting the high-quality development of Hubei's industrial economy is a new requirement for the development of Hubei's industrial economy in the new era.This paper draws on the high-frequency indicators selected by scholars in the past to evaluate the development of industrial economy,and constructs a preliminary index system for the evaluation of high-quality development level of industrial economy from the aspects of development quality,operational efficiency and innovation ability.It uses set pair analysis theory and generalized regression neural network.The combined average impact value algorithm is used to filter the indicators,and the analytic hierarchy process is used to realize the index weighting.Then,the selected indicators and the corresponding rights are reorganized into a comprehensive evaluation index system.A vertical evaluation of the development level of industrial economy in Hubei Province from 2009 to 2017,from the perspective of high-quality development,and found that the comprehensive index is not increasing year by year,especially the operating efficiency has decreased significantly since 2012;A horizontal comparative analysis of the development level of industrial economy in the six provinces of central China in 2017,found that Hubei Province ranks second in the six provinces in central China,with development quality ranking second,operating efficiency ranking third,and innovation capacity ranking second.In view of the problems discovered by the research,this paper puts forward specific suggestions for the relevant departments of Hubei Provincial Government to focus on optimizing the development environment of industrial enterprises and industrial enterprises to actively improve their development capabilities.
