As an important energy strategic support base,resource-based cities play an extremely important role in economic and social development in the country's construction.It guarantees the healthy and sustainable development of the national economy.With the continuous development and utilization of resources,the storage of resources is gradually reduced,and resource-based cities are faced with a series of realistic dilemmas in the development process.In the past extensive economic development mode,there are unreasonable over-exploitation in the process of resource utilization,which makes the social contradictions of the current resource-based cities more prominent.In the process of resource utilization,with the reduction of resources,the increase of mining process costs,and related The irrationality of the industrial structure and the pollution emissions generated during development have caused serious damage to the ecological environment.In the process of promoting the construction of ecological civilization,the above problems have largely restricted the sustainable development of resource-based cities.Therefore,it is necessary to carry out resource-based urban energy eco-efficiency assessment and understand its development status.According to the current situation of ecological civilization theory and resource-based city,combined with the status quo of ecological civilization development of resource-based cities,this paper links theory with practice,constructs an ecological efficiency evaluation system by combing the existing literature,and considers the influence of random error factors.The SFA method that transcends the logarithmic production function hypothesis evaluates the energy eco-efficiency of 48 resource-based cities.Based on the eco-efficiency,the Tobit model is used for regression analysis to further analyze the factors affecting eco-efficiency,and to explore the path of resource-based cities to improve energy eco-efficiency.The results show that from 2012 to 2016,the ecological efficiency level of 48resource-based cities generally showed a volatility upward trend.From the overall perspective,the eco-efficiency level was not high,and the average eco-efficiency was 0.761,which had a large room for improvement.In 2016,the energy eco-efficiency of resource-based cities is better than other years.The overall level of energy eco-efficiency in resource-based cities between 2012 and 2016 has increased,showing a level of convergence.According to the four stages of resource development,the classification of cities is compared,and the ecological efficiency of each resource-based city is as follows: growth type > regeneration type > mature type > decline type,and the resource-based cities have different ecological efficiency among different types.From the perspective of the potential for eco-efficiency improvement,the resource-based urban energy eco-efficiency improvement potential is not high,and the potential for upgrading various types of resource-based cities is ranked as declining > mature > regenerative > growth,in which regeneration and growth are promoted.The potential tends to be saturated.The six factors of environmental regulation,unit energy consumption,population density,foreign direct investment,industrial structure and technological innovation were analyzed.It is found that unit energy consumption and high carbonization of industrial structure have a significant inhibitory effect on the improvement of ecological efficiency.Environmental regulation and technological innovation are positively promoting in the four stages of resource-based urban development,while population density and foreign direct investment are based on urban development.At the stage,the direction of action is different.
