Study On Influential Factors,Performance Evaluation And Cultivation Policy Innovation Of The Development Of The New Type Agricultural Operation Body

The new type agricultural operation body is the representatives of advanced agricultural productivity in the new era,is the main force of promoting agricultural transformation and upgrading.Speeding up the cultivation of the new type agricultural operation bodies,is not only related to the future "who farms,and how to farm " and "China should keep its own food supply under control",but also related to important strategies of rural revitalization,agricultural supply-side structural reform and the new type of agricultural modernization with Chinese characteristics and so on.In recent years,governments at all levels and agriculture-related departments have earnestly implemented the spirit of the 19 th national congress of the communist party of China,attached great importance to the development of the new agricultural operation body,strengthened publicity,demonstration and guidance,increased policy support,and provided quality services,effectively promoting the diversified development of the new agricultural operation bodies.However,in practice,many problems have been exposed,such as "the new body is weak in feasibility and lack of vitality","it is difficult to regulate the transfer of agricultural land property rights,and the right empowerment is not in place","there is insufficient momentum for the development of social services",and "financing is difficult and expensive".Therefore,at the present stage,what are the factors restricting the development of the new agricultural operation bodies,how to improve their performance,and what institutional innovations are needed to accelerate the cultivation of the new bodies.They have become urgent theoretical and practical issues to be solved.Based on the above analysis,from the perspective of production factor endowment theory and institutional innovation theory,this thesis sorts out the development process of the new agricultural operation body along with the development process,investigates the status quo of the new body,and summarizes the main problems in the process of development,analyzes production factors to select new bodies,using analytic hierarchy process(AHP)model to validate it,constructs the performance evaluation system for the development of the new type agricultural operation bodies,and takes the sample data of 218 rural cooperatives in Hubei province as an example to test the scientificness of its developed performance evaluation system,puts forward innovative policy recommendations to accelerate the cultivation of the new type agricultural operation bodies on the basis of experience of domestic new bodies.This thesis composes of eight chapters,as follows:The first chapter is introduction.Comb foreign and domestic research,and put forward the research ideas and possible innovations of this thesis.The second chapter is the theoretical analysis of the new agricultural operation body.It mainly sorts out the agricultural scale operation theory,division of labor and cooperation theory,production factor endowment theory,and new institutional economics theory,as well as the application of these theories in the development of the new agricultural operation body.The third chapter is the evolution and present situation of the development of the new type agricultural operation body.This part mainly analyzes the development process of the new body,the current situation of the development,and puts forward the main problems existing in the development of the new body.The fourth chapter is an empirical analysis of the influencing factors of the development of the new type agricultural operation body.This part constructs the analytic model of the influential factors of the new type agricultural operation body,and analyzes the behavior choice of five new agricultural bodies under different factor endowments,which is family farm,diversified rural cooperative organization,company farm,ecological farm and agricultural science and technology demonstration park,through the empirical test on the data of field investigation.The fifth chapter is the performance evaluation of the development of the new type agricultural operation body.Construct the performance evaluation system of development of the new type agricultural operation bodies,and use the field investigation data of 218 rural cooperatives in Hubei Province to test the system.The sixth chapter is practical cases for the development of the new type agricultural operation body.The practice examples of five new agricultural bodies,such as agriculture-tourism integration,agricultural industrialization,ecological tourism industry chain,agricultural science and technology park and ecological agriculture gallery,are analyzed in depth,and summarize their development modes.The seventh chapter is policy recommendations for accelerating the cultivation of the new type agricultural operation body.Combined with the analysis of the previous chapters,this part puts forward a package of policy recommendations.The eighth chapter is conclusions and research prospects.Summarize the full text,and put forward the research deficiency and outlook.Possible innovations of this thesis:(1)Empirical analysis of the influencing factors of the development of the new type agricultural operation body.Using agricultural scale management theory,agricultural production factor endowment theory,and new institutional economics theory,focuses on the development process of the new type agricultural operation body,analyzes its main problems,tries to construct theoretical model of the influential factors to make empirical analysis on the behavior choice of the new body under the different production elements configuration,which enrich the theoretical research results of the new type agricultural operation body to a certain extent.(2)Try to construct a performance evaluation system for the development of the new type agricultural operation body.From three levels of strategy,operation and elements,this thesis tries to construct the three-level evaluation index of the performance of the new type agricultural operation body,and uses the survey data to conduct empirical tests to judge the scientificness of the evaluation system of the performance.(3)Put forward a package of policy suggestions to accelerate the cultivation of the new type agricultural operation body.In combination with agricultural supplyside structural reform under the new economy normalization and the implementation of the rural revitalization strategy in the new era,starting with the influencing factors and performance evaluation indicators of the new type agricultural operation body,the thesis proposes a package of policy suggestions to accelerate the cultivation of the new bodies,which is innovative in practical application.
