Study On Countermeasures Of Sustainable And Intensive Utilization Of Agricultural Land Under The Background Of Scale Management

With the rapid development of the industrialization and the urbanization of our country,the new trend of the large-scale operation of the agricultural land in our country with the aid of the agricultural land circulation policy.The sustainable and intensive utilization of the agricultural land is an important way to transform the utilization of the agricultural land and to keep the sustainable development of the agricultural land.The non-sustainable intensive utilization of the agricultural land can lead to the reduction of the output benefit of the agricultural land and the destruction of the agricultural ecological environment.Therefore,whether the intensive utilization of the agricultural land in China is sustainable in the context of large-scale operation? How to take measures to make our country land on a sustainable and intensive scale? These problems need to be solved urgently.Based on the survey data of 18 village groups in 10 villages and towns in four research counties(cities)in Hubei province,this paper,on the basis of dividing the types of the farmers,combines the connotation of the sustainable and intensive utilization of the agricultural land,and constructs the index system of the sustainable and intensive utilization of the agricultural land.According to the sustainable and intensive model of the agricultural land,the influence index of the sustainable and intensive use of the farmer undefineds land is calculated,and the corresponding countermeasures are put forward with reference to the research experience of the sustainable and intensive use of the agricultural land in the EU and the problems in the sustainable and intensive use of the agricultural land in China.The results of this study are as follows:(1)Based on the study of the sustainable and intensive use of the European Union undefineds agricultural land,the concept of the sustainable and intensive utilization of the agricultural land is defined as: The sustainable intensive utilization of the agricultural land refers to the moderate investment of more labor and capital on a certain area of the non-agricultural land,so as to improve the agricultural land intensive utilization level and the benefit of the agricultural land output,and improve the sustainable utilization level of the agricultural land.(2)The large-scale agricultural land management has become the trend of the development of the agricultural land in our country.(3)The sustainable and intensive utilization of the agricultural land of large-scale farmers is an intensive but unsustainable state,that is,the larger the size of the agricultural land,the higher the intensity of the agricultural land,and the more unsustainable the utilization of the agricultural land.The large-scale farmers have greatly increased the investment of the intensive factors of the agricultural land because of the pursuit of the economic benefit,and the intensive degree of the agricultural land and the benefit of the output of the agricultural land are improved,but the agricultural land uses the chemical fertilizer and the pesticide which are over applied to cause the land to be hardened,the water pollution and the biological diversity are reduced,The decline of grain quality and other unsustainable phenomena,although the actions taken by different sectors have a certain effect on the adjustment of the adverse effects of the sustainable and intensive agricultural land,the adjustment capacity of these actions is still to be promoted.(4)From the national level,the peasant household level and the public sector level,the influence factors of the sustainable and intensive utilization of the current agricultural land are analyzed,and the analysis can find that:1.At the national level,there is no consensus on the sustainable and intensive use of agricultural land in our country,and the government undefineds agricultural environmental policy is not perfect;the government undefineds agricultural science and technology and the innovation ability need to be improved.At the farmer undefineds level,the consciousness of the sustainable and intensive land use of the farmers is weak,the cultural level of the large-scale farmers is to be improved,and there is a lack of coordination among the farmers.At the public sector level: the establishment of a system of ratings for sustainable and intensive use of the national conditions of the country is not organized;data systems for sustainable and intensive use of national agriculture have not been established;and public sector services and guidance are not sufficient.(5)Through the study of the development experience of the sustainable and intensive use of the EU and the current situation of the non-sustainable and intensive use of the agricultural land in China,the development countermeasures of the sustainable and intensive use of the large-scale agricultural land in China are put forward.The change depends on the idea of increasing investment to gain higher income,and improving the sustainable intensive land awareness.A comprehensive evaluation system and data system for sustainable and intensive use of agriculture can be established.To set up a perfect public policy system,especially to improve the agricultural environment policy and the agricultural subsidy policy.To strengthen the R & D and extension of the agricultural science and technology,and to transform the agricultural science and technology into the actual productivity.To coordinate the actions of relevant stakeholders.
