Study On The Evaluation Of The Land Sustainable-intensive Utilization Of Wuhan Economic & Technological Development Zone

Since the first development zones are set up in China,the development zone plays a significant role in promoting the regional economies development.With the accelerated process of urbanization and industrialization,the conflict between social economic development and scarce resources,especially for the land resources,has appeared.The land intensive and sustainable utilization has become the only way for the land utilization.There are lots of problems about the land utilization exist in the development zone, which is the typical example of urban land intensive utilization.How to conduct the accurate judge about land utilization status of the development zone and analyze the problems exist in is the important method for promoting the optimum distribution of land resources.Based on the study of the relationship between the land intensive and the sustainable utilization, this article puts forward the idea about land sustainable-intensive utilization, and discusses the connotation of land sustainable-intensive utilization from the aspects that including sustainable status of resources, economic high efficiency, public acceptance and environment quality and so on.Wuhan Economic & Technological Development Zone( WEDZ) is one of the second batches of national level development zones approved by the State Council of P.R.C, although its comprehensive competitiveness places high among the development zone in the central and western areas, there is still a big gap in comparison with the developed zone in terms of land benefit. After the analysis of the present land utilization of WEDZ from the land category, structure, distribution and benefit, this article summarizes its characteristics of land utilization. In addition, on the basis of prevenient research, the principles of land sustainable-intensive utilization as well as the criterion of evaluation index system design have been discussed in this article. Furthermore, considering the land utilization characteristics of WEDZ, this article establishes the evaluation index system about sustainable-intensive utilization of WEDZ from the aspects that including sustainable status of resources, economic high efficiency, public acceptance and environment quality on the basis of the connotation of land sustainable-intensive utilization, and determines the weighing and standard value of evaluation index through analytic hierarchy process and reference system approach, finally, the land sustainable-intensive utilization of WEDZ is evaluated in the light of weighted comprehensive method. The evaluation result shows as following: The land utilization of WEDZ at evaluation time point is unsustainable-intensive, and through the further analysis about four principle mentioned above, it can be seen that land utilization of WEDZ is intensive-unsustainable. In view of the evaluating result,this paper utilized a barrier model ,and discovered the barrior factor which affected the land use with ehe quantitative method.According to the evaluation result of land sustainable-intensive utilization of WEDZ, this article puts forward some suggestions for promoting the sustainable-intensive utilization level of WEDZ from the aspects involving the increase of land resources sustainable utilization, the optimization of land utilization structure, the improvement of land utilization administrative mechanism and concentration on the internal potential exploration of development zone. Finally, this article summarizes the research contents and discusses the contents concerning further study, and points out the research direction.
