Since the birth of the World Cooperative Economy,its value and function are receiving more and more attention.At present,the population directly or indirectly gaining income from the cooperative economy is close to one-half of the world's total population.For a long time,the cooperative economy has shown a booming trend.It has become an important economic force in many countries,playing an irreplaceable role and having important functions and significance.Cooperatives are an important part of agricultural cooperative organizations.From the situation of developed countries abroad,the more perfect the agricultural cooperative organization,the higher the degree of agricultural modernization and intensification.In China,farmers' professional cooperatives are also one of the most important forms of agricultural cooperative organizations in China.They are an inevitable trend in the rural management system and the continuous development and improvement of modern agriculture.They can effectively guide farmers into the market and strengthen the degree of agricultural organization.It provides an effective way to promote rural economic development and increase farmers' income.2On July 1,2007,the promulgation of the Law of the People's Republic of China on Farmers' Professional Cooperatives predicted that the development of professional cooperation among Chinese farmers has begun to enter the right track of legal compliance and standardized management.In June 2010,the Ministry of Agriculture promulgated and implemented the "Standards for the Establishment of Farmers' Professional Cooperatives Models",which further shows that the Chinese farmers' professional cooperatives are steadily exploring the path of standardized development.Up to now,various forms of farmers' professional cooperatives have been promoted and established nationwide,and have formed a certain scale,but the overall development is still in the initial stage.The institutional environment construction is not perfect,and there are many difficulties.In the development,various irregularities are exposed.Agriculture still fails to really jump out of the framework of traditional agriculture.As a rural management organization,farmers' professional cooperatives rely on the regional environment in which they operate.The interaction between the two is inevitable.This paper studies the farmers' professional cooperatives based in the Shandong province.On the basis of reading the literatures of farmers' professional cooperatives at home and abroad,systematically explores the predicaments and problems in the development of farmers' professional cooperatives,and combines empirical research to suit the situation in Shandong Province.The suggestions and countermeasures for the development of farmers' professional cooperatives provide a reference analysis for the development of farmers' professional cooperatives nationwide.This paper is divided into six chapters: the beginning of the article mainly summarizes the research background and significance as well as the viewpoints in relevant literature at home and abroad,and briefly describes the research perspective and the innovation of research methods;The second chapter mainly elaborates the definition of related concepts and transaction cost theory,modern organization theory,cooperation theory and game theory;The third is to describe the specific situation of the operation of farmers' professional cooperatives in Shandong Province.Since the development of farmers' professional cooperatives is closely related to the development of the regional economic environment,this paper first summarizes the overall economic development of Shandong Province,and then explains in detail the basic situation of farmers' professional cooperatives in Shandong Province.The fourth is the empirical study of operational efficiency,first determining the choice of model,and then based on the authoritative statistics of the farmers' professional cooperatives in Shandong Province and the raw data obtained from field research,from the three input variables and annual turnover of human resources,land resources and funds,The two output variables of the annual distributable amount are scientifically and reasonably established to establish an evaluation index system,and the BCC model in the data envelopment analysis method is used to analyze the operational efficiency of the cooperative and to obtain results.Secondly,the model results are further analyzed according to the type of industry and scale of operation;The fifth is to analyze the difficulties and bottlenecks in the operation of farmers' professional cooperatives in Shandong Province.Finally,in the sixth part,based on the empirical results,reasonable countermeasures and suggestions are given for the difficulties and problems.
