Research On Green Total Factor Productivity Of China's Service Industry

In the past 40 years of reform and opening-up,China has made great efforts to seek economic growth and achieved remarkable results.China's GDP has maintained a high growth rate of nearly 10% in the first 30 years.In the past 10 years,even under the impact of the international financial crisis,China's GDP growth averaged 6.6%.However,this miracle is at the cost of high energy input,high consumption and high environmental pollution.In 2017,China began to formally adopt the "Green Development Index" to investigate the ecological civilization construction of each province,and incorporate this indicator into the evaluation system of the Party and Government cadres in various provinces.At present,the academic circles often measure economic growth with Total Factor Productivity,but this indicator does not reflect the construction of ecological civilization.This paper chooses Green Total Factor Productivity which is more scientific and rational as a measure to balance the dual requirements of quantity and quality of economic growth.In the process of combing the existing literature,this paper finds that in terms of research objects,existing studies on GTFP mostly focus on the secondary industry,pay less attention to the service industry where energy consumption is also prominent,and the focus on the service sector is more limited;in terms of calculation methods,traditional radial DEA model or non-radial SBM model are mainly used;in terms of influencing factors,the decomposition index of GTFP is rarely discussed.Therefore,the main research contents of this paper are as follows:Firstly,based on the industry panel data from 2004 to 2016,this paper uses EBM(Epsilon-Based Measure)model which is non-parametric and hybrid radial combining with the GML(Global Malmquist-Luenberger)index to calculate and decompose GTFP of China's service industry.The results indicate that:(1)from 2004 to 2016,the average annual growth rate of GTFP in China's service industry is 1.00%;(2)Green Technological is the main promotion factor of its growth,and the role of Green Efficiency has not been fully reflected;(3)the contribution rate of GTFP growth of the service industry to the growth of output of the service industry is only 9.90%,which indicates that China's service industry development model has not changed from "extensive style" to "intensive style".Secondly,according to the theories and methods of convergence hypothesis,this paper uses ?-convergence test,absolute ?-convergence test and conditional ?-convergence test to analyze the dynamic evolution trend of GTFP of China's service industry.The consequences show that:(1)GTFP of service industry in China has ?-convergence,absolute ?-convergence and conditional ?-convergence;(2)from the result of ?-convergence test,the convergence rate of consumer service industry is faster than that of productive service industry,and the convergence rate of service industry is in the middle.Finally,by means of individual fixed effect model,IV-GMM model and DIF-GMM model,this paper analyzes the influencing factors of GTFP and its decomposition indexes of China's service sector.The results illustrate that:(1)energy structure,industry structure,human capital and capital intensity are the key factors affecting GTFP,however,the effects of R&D investment,inward foreign direct investment and outward foreign direct investment are not obvious for the time being;(2)each factor mainly affects the total factor productivity by affecting the Cumulative Technological Change,while the factors affecting the Cumulative Technological Efficiency Change need to be further explored.
