Since the reform and opening up,the rapid growth of industrial has made great contributions to the steady and rapid development of China's economy.Manufacturing industry not only laid a solid material guarantee and industrial foundation for our country,but also contributed a lot to the growth and development of national economy.However,with the rapid development of industrial economy and the vigorous promotion of urbanization,the strong growth of China's manufacturing industry has the problems of high investment,high energy consumption,high pollution,low efficiency and low production.This extensive model of industrial growth leads to a large amount of resource consumption and serious environmental pollution,and pollution discharge and resource consumption,having reached the limit of environmental bearing capacity."China made 2025" clearly puts forward the basic principle of "innovation driven,quality first,green development,structure optimization",actively seeking new model of manufacturing industry,upgrading manufacturing industry,changing our country's long-term development status in the low end of the value chain of manufacturing industry,moving towards the middle and high end development,and realizing the strategic goal of the manufacturing power.At present,most of the manufacturing industry in Chongqing is mainly based on extensive industry,the production of environmental protection technology and energy utilization efficiency is low,the total energy consumption and carbon dioxide emissions are high,and the industrial pollution is difficult to eliminate in the short term.In order to explore the road of green sustainable development in Chongqing manufacturing industry,this paper constructs the theoretical analysis framework of the influencing factors of the green total factor productivity of manufacturing industry and analyzes its mechanism,and uses the Malmquist-Luenberger index method to measure the green total factor productivity evolution trend of the manufacturing industry in Chongqing city.On this basis,the panel data model is used to quantitatively analyze the influence factors of Chongqing manufacturing industry.The effect of green total factor productivity on manufacturing industry shows that:(1)From the overall situation of green total factor productivity of Chongqing manufacturing industry,the average annualgrowth rate of green total factor productivity of manufacturing industry in Chongqing is2.27%,and the growth process is accompanied by certain volatility characteristics.In particular,the green total factor productivity of Chongqing's manufacturing industry has experienced a rapid growth,gradual and slow decline.From 2001 to 2011,the green total factor productivity showed the basic trend of steady growth;after 2011,the green total factor productivity began to decline.(2)From the decomposition index of green total factor productivity of Chongqing manufacturing industry,the change of technology and technical efficiency have influence on the green total factor productivity in varying degrees.On the one hand,the change of technology and the green total factor productivity of Chongqing manufacturing industry is more consistent.The green total factor productivity of manufacturing industry in Chongqing is largely determined by the technological change;on the other hand,the fluctuation of technical efficiency is small,and the attenuation of technical efficiency has aggravated the cost pressure and stealth elimination of the input factor to a certain extent.Technical efficiency offset the technological upgrading of Chongqing's green TFP.(3)there is heterogeneity in TFP and its decomposition index in Chongqing's manufacturing sub sectors.In most manufacturing industries,the green total factor productivity is the growth state.Although the growth rate is slow,the growth trend is good.At the same time,the green total factor productivity of the manufacturing industry with different categories is different.According to the technology change index,the technology change index of the vast majority of the manufacturing industry shows a good trend,only the rubber and plastic products industry,the non-metallic mineral manufacturing industry,the transportation equipment manufacturing industry,the handicraft and other manufacturing industries and the waste and waste materials.There were negative growth in the five industries of material recovery and processing industry.In terms of the index of technical efficiency change,the index of technical efficiency of six industries,such as the tobacco manufacturing industry,the culture and education sports products manufacturing industry,the petroleum processing coking and nuclear fuel processing industry,the chemical fiber manufacturing industry,the non-metallic mineral manufacturing industry and the instruments and office,the cultural machinery manufacturing industry,has been negative growth.The index of technical efficiency change in other manufacturing industries is positive growth.(4)From the factors that affect the green total factor productivity of Chongqing manufacturing industry,the investment of scientific research and development,the quality of labor and the degree ofindustrial agglomeration have a positive effect on the green total factor productivity of the manufacturing industry in Chongqing,and the degree of opening to the outside world has a negative impact on the green total factor productivity of the manufacturing industry in Chongqing.Based on the above conclusions,the policy suggestions are as follows:(1)enhance the capability of independent innovation and advocate the green development of enterprises.To establish the technological innovation system of the manufacturing industry,promote the development of technological innovation system of research institutes,universities and financial institutions;(2)restrict the pollution intensive industry,and promote the industrial structure transformation and upgrading.To improve the environmental evaluation standards and the access threshold for the pollution intensive enterprises,encourage the pollution enterprises to innovate the environmental protection technology.The serious backward enterprises should directly suppress and carry out industrial restructuring;(3)optimize the layout of the manufacturing industry and encourage the manufacturing industry cluster.Government departments should study and introduce relevant policies to guide industrial agglomeration,build public infrastructure platform to attract related industrial agglomeration,provide convenient services for enterprise agglomeration,and accelerate the establishment of regional industrial cluster system.
