At present,my country’s agriculture is in the transition period from traditional development to modern development.Realizing the green and sustainable development of agriculture is also a key topic of modern agriculture at home and abroad.As a major agricultural province in my country,whether the level of agricultural development in Hubei Province can be steadily improved during this period is of critical significance to the smooth realization of the green and sustainable development of agriculture in my country.Therefore,this paper takes Hubei Province as the main research object,and uses the non-parametric analysis method—SBM-GML index method to measure the agricultural green total factor productivity of Hubei Province and its cities and prefectures,and analyzes its temporal and spatial characteristics and influencing factors.This paper puts forward countermeasures and suggestions for improving the level of agricultural green total factor productivity in Hubei Province.The main research framework of this chapter: First,the relevant definitions of agricultural green total factor productivity are discussed,and the agricultural undesired output is introduced into the output side of the accounting system on the basis of the traditional calculation method of total factor productivity.The undesired output is Agricultural carbon emissions;then,through the Global-Malmquist-Luenberger index calculated by the SBM model and DEAP software,the agricultural green total factor productivity is divided into two parts:agricultural technology progress and technical efficiency level,and systematically analyzes its time changes and Regional development gaps;then,the agricultural technical efficiency of cities and states in Hubei Province in 2019 was specifically analyzed,and their respective improvement directions were analyzed from the perspective of input and output;thirdly,through the panel regression model,the impact of agricultural green total factor productivity in Hubei Province was discussed.Influence factors such as rural economic development level,agricultural machinery investment,agricultural R&D investment,and agricultural production scale are selected as explanatory variables,and the cumulative value of agricultural green total factor productivity in Hubei Province is used as the explained variable to conduct experimental research to analyze the influencing factors.Finally,according to the main research conclusions,some countermeasures and suggestions are put forward.The main conclusions of this paper are:(1)From 2009 to 2019,although there were obvious regional gaps in agricultural green total factor productivity in Hubei Province,it still showed a trend of continuous improvement on the whole.(2)In 2019,among the 17 cities and prefectures in Hubei Province,9 cities and prefectures,namely Xiangyang City,Shennongjia,Huangshi City,Jingmen City,Xiaogan City,Huanggang City,Suizhou City,Xiantao City,and Tianmen City,had the same comprehensive technical efficiency.If it is less than 1,it is in a state of low efficiency,and the degree of redundancy of factor input and excess of undesired output varies among cities and states.In general,there is still a lot of room for improvement.(3)The agricultural green total factor productivity in Hubei Province has a significant positive correlation with the level of economic development,agricultural R&D investment and agricultural financial expenditure,and has a significant negative correlation with agricultural machinery investment and changes in agricultural industrial structure.This paper puts forward the following five suggestions for the research conclusions:(1)Change the agricultural development mode to improve the efficiency of agricultural technology.(2)Grasp the regional development differences to coordinate the coordinated development of agriculture.(3)Control the agricultural production process to strengthen agricultural energy conservation and emission reduction.(4)Attach importance to investment in agricultural scientific research to promote the standardization of agricultural production.(5)Establish a financial subsidy mechanism for agriculture to lead green agricultural production. |
