Regional Evaluation Of The Implementation Effect Of China’s Intellectual Property Strategy

The intellectual property strategy is an important strategic choice made by China in the 21 st century to promote economic and social development.It is an important strategic arrangement made in coordination with the strategy of rejuvenating the country through science and education,the strategy of strengthening the country through talents and the strategy of sustainable development.2018 is the tenth anniversary of the promulgation of China’s intellectual property strategy outline.At this important ten-year node,we review and reflect on the gains and losses of China’s intellectual property strategy implementation at the provincial level,scientific understanding and judgment the effectiveness and shortcomings in the implementation of the intellectual property strategy,focus on the analysis of the differences in the implementation of intellectual property strategies in different provinces,these are of great theoretical and practical significance.Intellectual property strategy research has made great progress in recent years,and the literature related to performance evaluation research has emerged in an endless stream.However,the past research focuses on the perspective of macro-national subjects,conducting horizontal or vertical theoretical analysis and qualitative analysis,or conducting research on the performance evaluation of intellectual property strategies of specific micro-enterprises,while is very lacking in the comparative study of the provincial or regional level.The new problems in the field of intellectual property research are still carried out through a century of qualitative research and traditional quantitative research methods.The combination of international cutting-edge research methods and China’s local intellectual property strategy research is still rare,and the least squares path method application is even more blank.Based on the perspective of the mid-view research,this research focuses on the background of the tenth anniversary of the implementation of the national intellectual property strategy,based on the basic theory of intellectual property rights,intellectual property strategy theory,performance evaluation theory,new growth theory,etc.,through international comparative analysis and provinces empirical analysis of the domain,starting from the factors affecting the implementation effect of the intellectual property strategy,establishing an index system and evaluation model with universal applicability,and introducing the partial least squares path modeling method(PLS)into the IP strategy performance evaluation for the first time.We integrate the CIPP model with the quantitative evaluation of the implementation effect of the intellectual property strategy,and measure the implementation effect of China’s intellectual property strategy based on the “background-input-process-output” evaluation paradigm proposed by Stafford Perm.By constructing an econometric model,we conduct quantitative measurement analysis,and then deeply analyze the implementation effects and differences of IP strategies between different provinces.Through data modeling and empirical research,it effectively solves the problem of multi-collinearity of variables that are widely insurmountable in the field of strategic evaluation,and guarantees the scientific and objective nature of evaluation.This paper verifies the creation and application of intellectual property,intellectual property environment and services,intellectual property management and protection have a clear positive impact on the implementation of national intellectual property strategies.It has found that intellectual property creation and application have the strongest impact,intellectual property environment and services are second,and intellectual property management and protection are relatively weak.It is found that the degree of influence between the three has quantifiable mathematical differences.The three not only directly affect the implementation of the intellectual property strategy,but also indirectly through the intermediary role of the transmission of observation indicators.This paper further studies that the amount of authorized invention patents has the strongest quantitative influence on intellectual property creation and application,intellectual property judicial protection has the strongest influence on intellectual property management and protection,and regional GDP has the strongest influence on intellectual property environment and service quantification.Proportion of enterprises that formulate innovative strategic goals divided by all enterprises,technology contract city turnover,patent ownership transfer and license revenue and the number of popular science activities have a very weak impact on the evaluation of the implementation effect of the current intellectual property strategy,indicating that the current level of provincial patent transformation is low,and the enterprise lacks development of innovation strategy,social intellectual property awareness are still weak.Finally,according to the estimation of the latent variable of the model,the quantitative evaluation of the implementation effect of the intellectual property strategies in each province was carried out.It was found that Jiangsu ranked first in the country based on various advantages and achieved the relatively best implementation of the intellectual property strategy.Guangdong followed closely.Since then,the regional differences in the implementation of IP strategies in the country as a whole are very large,and they are basically stepped.Therefore,this paper deeply analyzes the main factors affecting the differences,and finally puts forward targeted policy recommendations to better enhance the effect of the implementation of the intellectual property strategy.
