Research On Optimization Of The Approval Process For Sanya Coastal Tourism Investment Project Under The Background Of "Multiple Plans Integration"

The construction of Hainan Pilot Free Trade Zone and Free Trade Port with Chinese Characteristics is a major national strategy planned,deployed and promoted by General Secretary Xi Jinping personally.It defines the strategic orientation of building Hainan into an international tourism consumption center and puts forward the construction requirements of investment and trade facilitation.This requires Hainan to continuously optimize its business environment,explore a new mode of public management with system innovation as the core,The core of public management innovation is the reform of administrative approval system.Therefore,the optimization of the approval process of construction projects becomes a key link to optimize the business environment.As an international tropical coastal tourism city,Sanya should build a benchmark in the construction of Hainan Pilot Free Trade Zone and Free Trade Port with Chinese Characteristics.Coastal tourism investment projects have become an important grasp in the construction of Hainan Pilot Free Trade Zone and Free Trade Port with Chinese Characteristics.However,due to the cumbersome procedures and inefficiency of investment projects,the construction of tourism investment projects in Sanya City has been slow,which is obviously inconsistent with the requirements of the construction of Hainan Pilot Free Trade Zone and Free Trade Port with Chinese Characteristics..If it can not be solved as soon as possible,it will have a great negative effect on the construction of Hainan Pilot Free Trade Zone and Free Trade Port with Chinese Characteristics..In 2015,Hainan Province's " Multiple Plans Integration " reform provided a technical basis for further deepening the reform of investment project approval system.In 2018,the reform of local party and government institutions provided organizational guarantee for the reconstruction of power related to project approval.The State Council's "Opinions on the Implementation of the Reform of the Examination and Approval System for Construction Projects in an All-round Way" in 2019 provides a macro guidance for the reform of the examination and approval system for investment projects.Under the guidance of the theory of government service remodeling and the theory of ESIA,this research aims at the coastal tourism investment projects in Sanya City,combines the experience of domestic Pilot Free Trade Zone construction and the basic framework of investment project approval,especially the problems faced by the coastal tourism investment projects in Sanya City.On the basis of summarizing the domestic and foreign research results of the optimization of the approval process,starting from the current situation of the approval of coastal tourism investment projects in Sanya City,through the analysis of the whole process of the application procedures for the construction of eight coastal tourism investment projects recently started,this paper deeply understands the real demands of project owners and the reform aspirations of administrative approvers.According to the actual operation of the power of the departments in Sanya and the progress of the "Multiple Plans Integration" reform,explores the ways to carry out the reform of the investment project approval system,and puts forward some operable suggestions from the aspects of reform strategy,information resource sharing and supporting information system construction.This paper puts forward some operable suggestions,which can be used for reference in order to further optimize the business environment of Sanya and promote the construction of coastal tourism investment projects.
