Under the system of division of labor in the whole value chain,different countries undertake different production links of products according to their own factor endowments and comparative advantages,thus forming different positions of division of labor and obtaining different trade gains.China,taking advantage of its cheap labor and other resource endowment advantages,quickly integrates into the global value chain division system by actively undertaking processing,assembly and other intermediate production links,thus becoming the "world factory".But,first of all,China is still in the low-tech division of labor in the value chain,and there is serious overcapacity in China.Secondly,under the traditional gross statistics,China's trade gains would be subject to the problem that "the trade gains seen are not the real trade gains China has gained".Internationally,China has become the country suffering the most trade protectionism sanctions.In order to change this situation,we must build a regional value chain with China as the core.The "One Belt And One Road" strategy provides us with a good opportunity.Based on the framework of value-added trade analysis,this paper studies the influence of the implementation of "One Belt And One Road" strategy on the construction of the regional value chain division system with China as the core.This study is of great significance to how to achieve China's trade gains and balance of import and export trade,reduce China's trade frictions,achieve China's "high-end manufacturing 2025" industrial upgrading goal,and improve China's position in the global value chain division of labor system.This paper is based on relevant data of the UIBE GVC Index.World Bank database,etc.,and adopts research methods such as induction and deduction,normative analysis and empirical analysis.Firstly,this paper systematically sorts out the relevant theoretical logic and research framework of regional value chain construction and value-added trade accounting.Second,based on the three aspects of low technology,medium technology and high technology in the manufacturing industry,starting from the analysis of the current status of the division of labor in the value chain of the countries along the "One Belt And One Road",this paper analyzes and compares the added value of the import and export of the "One Belt And One Road" 14 countries and the manufacturing industry of the United States.Based on the results of value added decomposition,this paper measured and analyzed the status quo of value chain division in the manufacturing industry at three different technical levels in the above 15 countries from two aspects of value chain participation and value chain division position.At the same time,this paper also analyzes the "low-end locking" mechanism of global value chain faced by countries along the "One Belt And One Road".Third,on the basis of the above analysis,this paper further empirically analyzes the feasibility of "One Belt And One Road" regional value chain construction.In this paper,the manufacturing industry of countries along the "One Belt And One Road" is calculated and compared in terms of explicit comparative advantage and technical complexity of export in terms of high-tech industry,medium technology industry and low technology industry.On the one hand,under the current global value chain division system dominated by developed countries,China and other countries along the "One Belt And One Road" are faced with the risk of "low-technology locking" in the value chain.On the other hand,it is found that it is feasible and necessary to promote the construction of "One Belt And One Road" manufacturing regional value chain led by China,and the mutually beneficial and win-win regional value chain is conducive to the improvement of the position of value chain division of labor in countries along the "One Belt And One Road".
