With the weakening of the influence of traditional tariff and non-tariff barriers on international trade, and the continuous improvement of the level of international trade liberalization, the promotion of trade facilitation has gradually become an important path to promote world trade growth.Improving the level of trade facilitation in countries along “the Belt and Road” Initiative will also become a new export force for Chinese manufacturing. This paper analyzes the export status of China's manufacturing industry along “the Belt and Road” and builds a trade facilitation evaluation system. It measures the trade facilitation level of 44 countries along the “Belt and Road” in 2010-2016 and analyzes regional differences. On the basis of this, trade facilitation measures and commodity structure from the three levels of export scale? the extended gravity model is used for empirical analysis,in order to explore the impact of trade facilitation improvement on the trade potential of “the Belt and Road” regions and different technology manufacturing industries. The results show that:(1)the overall level of trade facilitation along the “Belt and Road” is low,and port efficiency and customs environment are the main short-term factors that cause trade inconvenience in various regions along the route.(2)Trade facilitation and free trade agreements are the important attraction of China's manufacturing export“the Belt and Road”.the improvement of port efficiency and customs environment has the strong positive effect on China's manufacturing exports.(3)“The Belt and Road” has huge trade potential. The improvement can significantly promote China's high-tech manufacturing exports to Northeast Asia,South Asia and Central and Eastern Europe. The export trade potential of low-and medium-tech manufacturing in all regions along the Belt and Road Initiative can be fully released.Based on the above research conclusions, this paper focuses on the two aspects of trade facilitation and signing of free trade agreements: taking infrastructure construction and customs environment construction as a breakthrough to strengthen the interconnection and construction of China and countries along the route;step by step to promote the “Belt and Road” "The level of trade facilitation along the line;the creation of a new regional cooperation model, and the active construction of the "Belt and Road" free trade zone network.
