Innovation is an important engine of economic growth and development.Innovative environment is the necessary material culture and social environment for economic development. As an incubator of innovation, the emergence and development of regional innovation must flow and transform in a certain environment.A good regional innovation environment can better promote local economic development. Therefore, objectively evaluating the advantages and disadvantages of the innovation environment has a certain guiding role in providing different policy recommendations for the improvement and optimization of social innovation systems and regional balanced development.Whether the current regional innovation environment can promote the development of regional innovation, further promote economic development and narrow the economic gap between regions. This paper will take the innovation environment as the research object, explore the mechanism of innovation development, and provide a theoretical basis for narrowing the development gap between regions and promoting the development of regional economic integration.Regional innovation is an enduring era proposition of the times since the reform and opening-up 40 years ago. This paper systematically sorts out the relevant literature and theory of the innovation environment and conducts an empirical analysis of its spatial effects. The main contents include:(1)On the basis of defining the related concepts of innovation environment,it can be divided into internal and external interrelated environment with different innovation functions. From the perspective of network, using complex network theory and method to construct the internal and external spatial network of regional innovation environment in China.Among them, the internal network mainly measures the innovation efficiency of the nodes to represent the regionalinnovation level. The external network mainly represents the level of innovation coordination by measuring the similarity between regions. The essence of the regional innovation environment is the process of nesting, interaction and coordinated development of internal and external double-layer networks;(2)Constructing a spatial econometric model and using spatial autocorrelation analysis to measure the spatial correlation of regional innovation environment, providing preconditions for the spatial spillover test of regional innovation environment in China;(3)Taking K-core as a parameter, different core nodes are determined by Gower measurement layout and distribution of the network, and the core areas of innovation in China are determined by combining the core nodes of internal and external hierarchical networks in the innovation environment.Further, the Wilson model and the field strength model will be innovatively combined to measure the radiation effects in the core region;(4)According to the central-periphery theory, the radiation effect of the innovation core region gradually decreases with the increase of the distance. In order to strengthen overall planning and enhance the ability of key areas to transfer the innovation resources in the core areas, this paper uses 2-mode network analysis to determine the rational path of innovation resource transfer between different regions;(5)According to the results of theoretical deduction and empirical analysis, relevant countermeasures and suggestions are put forward. Finally, the following conclusions are drawn:(1)China's regional innovation environment has spatial correlation, and there are correlative paths between internal and external levels of the nested innovation environment. At the same time, the similarity of regional innovation environment in China is not only affected by geographical distance, but also breaks the traditional geographical restriction to a certain extent by the circulation of innovation resources, which makes the regional innovation environment produce spatial spillover effect.(2)According to the distribution of hierarchical structure of complex networks, the core nodes of internal and external networks of regionalinnovation environment, and combined with the four major economic circles that have the greatest impact on China's economy, the core areas affecting the agglomeration of regional innovation environment in China are finally determined as follows:Beijing,Tianjin,Shanghai,Shandong,Guangdong,Zhejiang,Jiangsu,Fujian,Shaanxi and Chongqing; At the same time, the difference in radiation effects in the core area was verified.(3)Based on the results of 2-mode network analysis,it is verified that there is a correlation between the inner and outer levels of the regional innovation environment in China.According to the analysis of the research results,China should strengthen the capability of optimizing the allocation of innovative resources in developed regions such as Beijing,Shanghai,Guangdong and Jiangsu; At the same time, the level of innovation and development in underdeveloped areas such as Qinghai,Gansu,Jilin and Inner Mongolia will be enhanced. This paper studies the spatial effects of the regional innovation environment from the theoretical and empirical aspects, and provides empirical support and data support for improving the innovation capacity of each province, driving the common development of regional economy and narrowing the regional economic gap.
