| In 2003,the State Council issued a document calling for a new round of rural financial reform,exploring joint-stock reform on the basis of the cooperative system,and developing credit cooperatives in two directions: the Rural Commercial Bank and the Rural Cooperative Bank.Since then,the reform of rural financial institutions has begun.As the main force of county finance,Rural Commercial Banks have a big gap with state-owned commercial banks in terms of profitability,internal control management,risk prevention and other aspects.This requires Rural Commercial Bank to constantly carry out self-reform,strengthen the governance of various businesses,and improve the ability to prevent financial risks.However,Huining Rural Commercial Bank has experienced the transformation and upgrading from Gansu Rural Credit Union to Huining,Rural Commercial Bank which requires a set of scientific,effective and reasonable performance appraisal system to match it.How to establish a set of staff performance appraisal management suitable for the current development needs of Huining Rural Commercial Bank,objectively,scientifically and reasonably reflect the implementation of staff performance plan,and reflect the value of employees through the results of performance appraisal,so as to effectively improve staff’s enthusiasm and creativity,improve staff’s work efficiency,and promote the comprehensive development of various businesses.In order to solve this problem,we must explore an effective performance appraisal management system for Rural Commercial Banks.Based on the analysis of the mature theory of performance management at home and abroad,and taking the staff performance appraisal management of Huining Rural Commercial Bank as an example,the author conducts a field survey through interviews,summarizes and analyzes the problems existing in the performance management system of Huining Rural Commercial Bank and makes an analysis of the causes.On this basis,drawing lessons from the integration of balanced scorecard,360-degree evaluation method,key performance method and other tools,the staff performance appraisal system of Huining Rural Commercial Bank has been optimized from the aspects of index system,weight coefficient assignment,application of evaluation results,and staff pgerformance appraisal safeguard measures.The responsibilities of the improved staff performance management system have been clearer,and the appraisal is more scientific and accurate.It can better stimulate and mobilize the enthusiasm of employees,promote the better and faster development of various business of Huining Rural Commercial Bank,and lay a solid foundation for further realizing the long-term strategic objectives of enterprises.At the same time,the performance management system optimized by Huining Rural Commercial Banks can be extended to other financial institutions in the same industry for reference. |
