Construction Supply Chain Management On Overseas Power Plant EPC General Contracting

As the global economy turn into recession cycle,the international energy construction demand presents the downward trend,meantime,domestic labors costs are continuously increasing and cost advantage is gradually disappearing.The new situation at home and abroad makes the price competition mode which domestic construction companies relying on in the past is no longer unsustainable in the field of overseas power construction market.How to transform from traditional cost advantage into comprehensive competitive advantage will be an important task the construction enterprises may facing.The paper takes the overseas power plant EPC general contracting as the study background,and takes construction supply chain as the study object,from the perspective of EPC general contractor,through the application of comprehensive use of various research methods,at the meantime,combined with the actual situation which may facing,to conduct the study of construction supply chain management.Discussed the construction supply chain management from the aspects of enterprise level and project level respectively according to the construction industry characteristics.Clearly stated the EPC general contractor's dominant position in strategic partnership.Raised the working flow chart of three stage establishment procedure of strategic cooperative partnership as well as corresponding evaluation criteria.For the overseas engineering project,analyzed the structure model and general design process of construction supply chain which under EPC general contracting mode.Meanwhile,in the choice of construction supply chain partners,through the introduction of gray system theory to try to solve the problem of partner selection,and calculated with specific case to provide a basis for the project to select the final appropriate construction supply chain partners.Afterwards,raised the concept of "soft support system" represented by organization structure and "hard support system" represented by BIM technology to carried out the application research on the collaborative operation platform of construction supply chain.Put forward the construction supply chain management framework of cooperative relations from the EPC general contractor's point of view,managed and maintained it from performance evaluation,incentive mechanism,dispute management and cooperation evaluation separately.Secondly,raised the general framework of interface management of construction supply chain,from the target interface,contract interface,organization interface,physical interface respectively,and reduce the interface division as much as possible under the consideration of cost,quality and time limit.Finally,through risk identification,risk assessment and risk management,analyzed the risk management of construction supply chain on overseas EPC general contracting project.
