To realize the coordinated development of urban and rural areas is an inherent requirement for solving the current imbalance of social development in China.In the process of promoting the implementation of the rural revitalization strategy,the construction of rural areas has a long way to go.Actually,as China's aging is deepening,the number of elderly people is inverted in urban and rural areas.The loss of rural population has intensified the phenomenon of rural “hollowing”.The problem that traditional rural old-age care system is weak,and the rural elderly people are faced with pension difficulties is urgently requires an solution.In 2009,Fei Xiang County in He Bei Province tried solving the problem of rural old-age care by exploring the establishment of rural old-age mutual help hospitals,and it achieved certain results.Since the “Thirteenth Five-Year Plan”,the State Council has actively adopted the "13th Five-Year" National Ageing Career Development and Pension System Construction Plan(2017)to actively develop rural mutual support services for the elderly in rural areas and it provides ways such as mutual assistance among neighbors,mutual help between friends and relatives,volunteer service,andrural happiness homes,and try to promote these methods to the whole country.The Inner Mongolia Autonomous Region Government has also listed the development of rural mutual assistance and old-age care into the “13th Five-Year Plan” for the development of the old age.It suggested to learn from the experience of the construction of rural mutual help and happiness homes in Wulanchabu City to actively develop rural areas based on established villages and larger natural villages so as to promote the pilot work in the pastoral old-age care center.As the practice of mutual support for the elderly in rural areas is still in the pilot stage of exploration,the theoretical research on it is still in its infancy.By combing the existing literature,it is further found that there is a lack of systematic research on rural mutual,and there are few case studies.Based on the above considerations,this paper combines the theory of social capital,Maslow's hierarchy of needs and some related theories to conduct a case study on the practice of mutual support for the elderly in Hong taizi Village,Inner Mongolia.On the basis of field research,the author uses specific case study methods such as interviews and participatory observations,and supplemented by the questionnaire method to firstly describe the actual operation status of the current happiness village of Hong taizi Village and the current status of old-age care for the elderly.Secondly,there is a a commonality and personality analysis between the practice of mutual support for the elderly in Hong taizi Village and that in other areas.Through case analysis,it is found that the happiness home of Hong taizi Village has unique value in the operation mechanism and integration of old people's pensionresources.Thirdly,it comes to the conclusion that the Mutual Aid and Happiness Institute in China is faced with the problems of relevant policies and regulations,the needs for fund management,and the lack of support force in social volunteer groups,especially in rural areas.Finally,on the basis of refining the case and the development of old-age practice in other regions,and in order to developing the practice of rural mutual support and riching related theories,this paper has made a general thinking from three aspects: taking the government to lead in improving policy and law;innovating rural mutual welfare operation management and further exploring rural old-age resources.
