The acceleration of economic development and urbanization has led to a shortage of state-owned construction land.In the early days of the founding of the People's Republic of China,land supply was mainly allocated through government administration.The efficiency of land resource allocation was uneven.Since the reform and opening up,it has undergone several reforms of land use system.The land market supply mechanism has taken initial shape and formed a state-owned state-owned enterprise.Construction land allocation and transfer dual-track system.At this stage,the inefficient use of state-owned construction land and the shortage of land supply coexist,and the supply mechanism still has problems.The supply of state-owned construction land requires overall planning guidance and total amount and structural control.Lianjiang County,the research area of this research,is in the process of rapid urbanization.The problems of unreasonable structure and unreasonable distribution of state-owned construction land are highlighted.In view of this,this study takes Lianjiang County as an example to construct The influencing factors system of state-owned construction land supply,and through empirical analysis to explore the total amount of land supply and the law and key influencing factors of different land supply methods,aiming to provide a reference for the government to formulate landsupply plans.This study firstly reviews the domestic and international research on the supply status of construction land,the degree of marketization,the influencing factors,the control measures,and the contradiction between supply and demand of construction land,and the impact of the construction of state-owned construction land from the three dimensions of economy,market and regulation.Factor system;statistical analysis of the supply of state-owned construction land in Lianjiang County collected in the past ten years from the perspective of time series and spatial dimension,summarizing the characteristics of total land supply,structure and land supply mode;The analysis method empirically analyzes the relationship between the five influencing factors and supply in three dimensions,and explores the key influencing factors affecting the supply of state-owned construction land.Finally,it analyzes the supply mechanism of state-owned construction land and proposes corresponding policy recommendations.The results show that:(1)From the perspective of time,the supply of state-owned construction land in Lianjiang County in the decade of2007-2016 has risen and then declined with the influence of the market economic environment and the land use regulation policy proposed by the state.(2)From the perspective of space,the supply of industrial construction land is concentrated in the development zone;thecommercial construction land is concentrated in the central city,Gui'an area and other towns;the residential construction land is concentrated in the Gui'an area and the central city.(3)From the results of the regression analysis,the state-owned construction supply is affected by the local economic output,per capita economic level and total fixed asset investment,and the government's supportive policies for the land market.The local economy is more developed and the total investment is The larger the supply of state-owned construction land in Lianjiang County will increase.From the analysis of the total amount under different supply modes of state-owned construction,when the GDP growth trend is strong,the total amount of allocated construction land will be reduced,and vice versa,the total supply will increase,and the rate and trend of local GDP growth will be Important factors affecting the way of land supply.(4)The supply mechanism has problems such as chaotic supply planning,non-marketization constraints,insufficient supply efficiency,and supply market failure.(5)The local government should standardize the supply market mechanism,establish a market reserve supply mechanism,and strengthen the means by which the government regulates and manages the supply of state-owned construction land.
