The rational supply of urban construction land is the material basis for ensuring sustainable urban development.The land use structure affects the distribution and income of regional social production factors to a certain extent.Since the reform and opening,China has experienced a rapid urbanization process.Excessive pursuit of economic growth has caused a series of problems such as irrational urban construction land use,idle and wasteful land,and low land use efficiency.At present,China's economic development has entered a new normal state,and the economic growth model has shifted from quantitative growth to qualitative growth.The transformation of economic structure requires corresponding adjustments to urban land use.Studying the spatio-temporal characteristics and changing mechanism of state-owned construction land supply is conducive to promoting the optimal allocation of urban land use and intensive use,which is of great significance for deepening supply-side reform.(1)In the timing of supply of state-owned construction land,the total land supply of stateowned construction land in Heilongjiang Province was mainly characterized by a downward trend in volatility during the study period,and the degree of volatility and decline was large,and the supply of state-owned construction land was not coordinated during the year.The scale of supply of industrial and mining storage land and residential land is the most severe in all land types.In the two periods before and after 2013,the supply scale of state-owned construction land in Heilongjiang Province changed significantly.The trend line of various types of land supply in the Ha-Da-Qi area is close to the trend line of various types of land use in Heilongjiang Province,indicating that the land supply scale change in the Ha-Da-Qi area has a greater contribution to the scale change of the province's land supply.There is a big difference in the supply structure of state-owned construction land in different regional development levels.The industrial and mining storage land and transportation facilities construction land in the eastern coal-electricity base,restricted and prohibited development areas continued to increase steadily during the period of 2009-2013,while the Ha-Da-Qi The industrial and mining storage land is in a downward trend.During the period of 2009-2016,the supply of state-owned construction land in Heilongjiang Province was mainly allocated,and the fluctuation of the proportion of the transfer increased,indicating that the degree of land marketization in Heilongjiang Province has gradually increased,but it still needs to be improved.Incremental land supply decreased during the period of 2009-2013,indicating that the expansion of the city's expansion in Heilongjiang Province has slowed down.During the period of 2014-2016,it has risen sharply.After the "cliff-style" growth of the economy in the three eastern provinces,with the new round of "Northeast Revitalization" policy,the expansion of the city in Heilongjiang Province was promoted.(2)The supply scale of state-owned construction land in Heilongjiang Province is decreasing in the spatial distribution from southwest to northeast,showing a core-edge spatial pattern.There were large differences between regions during the study period.The scale of land supply in Harbin is much larger than that in other cities.From the regional point of view,the Har-Da-Qi-Mu area>the eastern coal-electricity based area>restricted and prohibited development areas.In 2009,the focus of land supply scale fell in Harbin.During the period of 2011-2016,the distribution of construction land supply scale in Heilongjiang Province basically fell in Suihua City,and it shifted to the east.During the period of 2009-2013,the scale of supply scale The annual average offset distance is long.During the period of 2014-2016,the annual shift of the center of gravity of the supply scale is relatively short.From the direction of the center of gravity of the land supply scale,it can be seen that the growth of construction land in the eastern coal-electricity base and the restricted development area is more prominent.It is the key area for the development of land space in Heilongjiang Province at this stage.The Gini coefficient of the land-based location showed a fluctuating decline during the study period.During this period,the scale of land supply in Heilongjiang Province experienced a stage of diffusion-convergence-diffusion-convergence,but the whole was spreading.The gravity trajectory and location Gini coefficient of the land supply scale in Heilongjiang Province indicate that the spatial distribution of construction land supply scale has evolved from relative agglomeration to relatively balanced,and the regional land supply scale is gradually narrowing.(3)Regression analysis results of influencing factors: public finance expenditure,fixed asset investment,total social consumer goods and secondary industry growth rate have a significant positive effect on the supply scale of state-owned construction land in Heilongjiang Province,and the effect is strong.Positive factors affecting the scale of land supply.Among all the influencing factors,the regression coefficient of public finance expenditure is the largest,and the regression coefficient of fixed assets investment is second,indicating that the scale and structure of stateowned construction supply in Heilongjiang Province is mainly driven by economic investment.The growth of the secondary industry has a significant positive effect on the scale of land supply,while the growth rate of the tertiary industry has a significant negative relationship with the scale of land supply for state-owned construction land,but the regression coefficient is small,indicating that Heilongjiang Province was the first in the study period.The contribution rate of economic development of the two industries is large,and the demand for land is the largest.The population density has a significant positive effect on the supply scale of state-owned construction land,but the impact is weak.The population growth rate has not been significantly tested for the scale of land supply in Heilongjiang Province.The population size of Heilongjiang Province cannot significantly promote the expansion of urban construction land.Per capita GDP has a significant positive effect on the scale of land supply in Heilongjiang Province,but its effect is weak.The geographical location of the city has a significant positive impact on the scale of supply of state-owned construction land.
