The Research Of State-owned Construction Land Allocation Efficiency In Uru1qi County

In recent years,due to the rapid development of China's social economy,urban development demands for construction land gradually increased,while construction land resources as the basis for the development of the city,the burden is an important task to improve the level of city,economic growth and social progress.On account of the limited number of land resources,improving the utilization of land,the sustainable use of land resources is the inevitable requirement of the long-term development of society.The research on the allocation efficiency of construction land is of great significance to improve the level and efficiency of construction land allocation,to reveal the influencing factors,and to realize the sustainable utilization of land resources.This paper takes Urumqi County as the object of study and analyzes the allocation of construction land in time and space.At the same time,combined with the current situation of construction land for 2005-2014 years.On the basis of land structure allocation efficiency,economic allocation efficiency and fair allocation efficiency,16 specific evaluation indexes were selected to construct the evaluation index system of the allocation efficiency of state-owned construction land in Urumqi county.By using principal component fuzzy comprehensive evaluation method,the allocation efficiency of construction land in 2005-2014 years was analyzed quantitatively,and the allocation efficiency of construction land was obtained in ten years:The evaluation index of the allocation efficiency of state-owned construction land in Urumqi county is general in 2005-2009 years,and the evaluation effect in 2010-2014 years is good.It shows that the allocation efficiency of 10 years has reached the expected level.According to the evaluation results,the main factors that affect the allocation efficiency of state-owned construction land in Urumqi county are analyzed as follows:economic factors,urbanization factors,policy factors,market factors.Finally,Finally,some suggestions are put forward according to the evaluation results:improve the legal and regulatory system to protect the legal status of land planning;Give full play to the government functions to ensure the rational allocation of construction land;Standardize the land market,improving land allocation efficiency;Actively take technical measures to strengthen the land use of planning and control;Optimize the industrial structure to improve the level of urbanization;The development of land intensive use of incentives to maintain a balanced development of the city.
