The brain drain problem has paid attention to many scholars andexperts. The early researches about brain drain had focused in the field of economics.And the researches on the premise of economic man hypothesis of economics, whilesocial people’s emotional factors, demands have been ignored. Within-depth study ofnew institutional economics, organization of sociology and psychology, the braindrain problem gradually become organization theory and enterprise theory researchhot spot, since the1990s. At the same time, China began full restructuring ofstate-owned enterprises. After the financial and advent of the era of high-speed times,high-speed rail transit enterprise and municipal utilities engineering construction scaleto further expand. Construction has entered into a golden development period, qualityand quantity of talent demand is bigger and bigger. The managers have a deepthinking to human problems. Then factors affecting the state-owned constructionenterprises brain drain began to shift perspective for analysis.In this paper, theoretical analysis and empirical research method have beencombined. Firstly, it settled related theories about state-owned construction enterprisesbrain drain problem, which formed the essential theoretical foundation of theinfluence factors. It provided theoretical support to explore the role of the mainfactors influencing the paths. Secondly, we collected test data through in-depthinterviews and questionnaire and analyzed datausing SPSS15.0and AMOS7.0statistical software. In order to find out the root of the personnel job satisfaction andorganizational commitment, we test verification analysis using exploratory factoranalysis, confirmatory factor analysis and statistical method to influence factors of thewhole model. Test results show that using two factor models can well validated theoretical assumptions, and the factors impact on the state-owned constructionenterprises brain drain on the significance of internal organizational factors, the mostobvious talent times its own factors, external environment factors are not significant.Finally, we summarized research based on conclusions. This paper has put forwardsuggestions for improvementand proposes the tentative idea of future research fromsalary, training, education, talent structure and the work environment. These arereferences to state-owned construction enterprisesexplain, predictand controlbraindrain problem.
