China has been facing an increasingly harsh international trade environment and the market environment has also experienced unprecedented challenges in recent years.China-US trade battle has seriously impacted our international market. Therefore, taking the domestic market as the main body and expanding domestic demandare the key to promote the healthy and steady development of China's economy. However, looking at the domestic market, the consumption rate of our residents has been low for a long time, especially the rural residents.Although they have strong consumption potential,China's rural residents' desire to consume is suppressed because of the low income level, income instability and other factors.According to the latest data from the National Bureau of Statistics for 2018,the number of rural residents in China is about 600 million and stimulating rural residents' consumption is an important way to expand domestic demand.Except the low income level of rural residents, the pension concerns brought by the unsound social security system also bind the consumption desire of rural residents. With the rapid development of China's economy and the transformation of social structure, the aging of the population is becoming increasingly serious, and the trend of family structure miniaturization isbecoming more and more obvious,so that the pension problem is becoming more and more prominent. The basic old-age insurance system for urban and rural residents(referred to as "urban-rural insurance")is a system that combines the new rural social old-age insurance system and the basic old-age insurance system for urban residents. And it aims to ensure basic living needs of retired residents and expand domestic demand. This paper selects the data of China health and old age tracking survey(CHARLS),using breakpoint regression recognition strategy(RD)and least squares method(OLS)to explore the influence of urban and rural conservation on rural residents' consumption in China.Firstly, this paper analyzes the relationship between the urban and rural pension and the consumption of the countryside residents by the OLS model and the Fuzzy Breakpoint regression method(Fuzzy RD),and come to the first conclusion: Receiving urban and rural insurance pension has a certain promoting effect on the consumption of rural residents in China, but the effect is not significant.Secondly,on the basis of the first conclusion, this paper probes into the influence of urban and rural protection pension amount on the consumption of rural residents by using the OLS model of controlling regional difference, and come to the second conclusion: Increasing the amount of urban and rural insurance pension can effectively promote the consumption of rural residents. Finally, using the OLS model of controlling regional difference to regression analysis of the relationship between urban and rural guaranteed contribution level and consumption, and come to the third conclusion: The promotion of urban and rural guaranteed contribution level has a significant effect on the total consumption of rural residents.Based on the conclusions, this paper puts forward some policy suggestions to improve the urban and rural insurance system from the aspects of individual contribution rate, government subsidy mechanism, contribution incentive mechanism and fund management four, and looks forward to the full text research.
