With the rapid development of China's telecommunications industry,in order to avoid duplication of construction and save investment,the State has established a Chinese Iron Tower Company with the mission of Co-construction and sharing.Facing the deepening of the reform of state-owned enterprises and the profound changes in the internal and external environment and situation,the Iron Tower Company has determined the enterprise vision of becoming an international first-class telecommunications infrastructure construction service provider,and has formulated the "three" to meet the needs of development.Step-by-step and "one body,two wings" strategy.In the process of supernormal and rapid development of enterprises,the strategy has always been put on the shelf,and has not really taken root in the production and operation of enterprises through the management system such as performance appraisal.As a result,the phenomenon of "big pot meal" in the average appraisal results and salary distribution has arisen,which directly leads to the low enthusiasm of employees and the decline of team work efficiency.How to refine and decompose the enterprise strategy? Establishing a matching performance appraisal system to integrate it into the daily management and production process of enterprises is a major problem faced by enterprises,which has the necessity of research and strong practical significance.This paper analyses the research background of performance appraisal of Jilin Iron Tower Company,expounds the research status at home and abroad,expounds the related concepts such as performance,performance appraisal system and relevant theories such as balanced scorecard,goal management method,360-degree appraisal method,etc.This paper uses three forms of literature research,interviews and questionnaires to explore in depth the enterprise strategy,performance appraisal status and the establishment of the index system of Jilin Iron Tower Company,and to find out various problems and their causes in the current performance appraisal system of enterprises,such as the appraisal cycle,the setting of the appraisal index,the application of the appraisal results and so on.On the basis of the above research,relying on the target management method and 360-degree evaluation method,combining the enterprise strategy,staff characteristics and production and operation status of the tower,a strategic-oriented and operational performance appraisal system is constructed.This assessment system is divided into four parts: assessment principles,assessment cycle,assessment index system and application of assessment results.It includes six assessment principles,two assessment cycles of annual and monthly,a total of 16 key indicators(KPI)and seven application dimensions of performance assessment results in three-tier indicator system.In addition,it is assisted by the establishment of corresponding incentive mechanisms such as position,salary and training.And ensure the implementation of the assessment system.The main achievements of this paper are to explain the existing problems and their causes in the performance appraisal system and index design of Jilin Iron Tower Company;to build a scientific and operational performance appraisal system in accordance with the needs of enterprise strategy and management;and to establish a performance appraisal index system for the implementation of enterprise strategy.This paper has a certain reference significance for other similar enterprises to establish and improve the performance appraisal system.
