With the rapid development of social economy,the market employment system and employment system have changed greatly.Under the fierce competition,modern enterprises begin to reform their management system to adapt to market changes,so as to improve their own competitiveness.In 2007 and 2013,China promulgated and revised the Labor Contract Law,which clarifies the legal status of labor outsourcing,and gives specific recommendations for its implementation,which promotes the development of labor outsourcing market in China.Enterprises can transfer some non-core business to outsourcing enterprises through labor outsourcing,so as to optimize the allocation of resources and ensure their competitive advantages.At present,many domestic enterprises have begun to realize the importance of labor outsourcing,and began to take some reasonable measures in the operation of enterprises.However,due to the lack of relevant theories and practices,coupled with the immature development of labor outsourcing industry,there are many problems in the process of development of labor outsourcing.In this context,through reading the relevant literature at home and abroad,this paper summarizes the basic situation of domestic and foreign research on labor outsourcing,and also introduces the basic concepts and related theories of labor outsourcing.Then it introduces the basic situation of YCIH company,expounds the general situation of YCIH company's labor outsourcing and the necessity of YCIH company's labor outsourcing.This paper investigates the main problems of YCIH company in the process of implementing labor outsourcing through questionnaires.Through the investigation,we find that the internal management system of YCIH's labor outsourcing is imperfect,and there are risks in the employment of labor.In addition,the quality of service personnel provided by labor companies is generally low,loyalty to enterprises is low,and there is a lack of supervision and management of the labor process.This paper analyses the causes of these problems,and elaborates on the external institutional environment,YCIH supervision and management,and the quality of labor outsourcing.Finally,this paper suggests that enterprises take relevant measures to improve the company's labor outsourcing policy,and then promote the sustainable development of its labor outsourcing.These suggestions are applicable not only to YCIH,but also to other enterprises that need to carry out outsourcing business.Effective implementation of labor outsourcing can improve the core competitiveness of YCIH.At the same time,the establishment of labor outsourcing management system and supervision management system has a positive role in promoting the development of YCIH company and similar industries,as well as the establishment and improvement of labor outsourcing related system.
