With the continuous development of the market-oriented economy, the state-owned enterprises are facing more and more pressures of competition. How to standardize the labor management against the diverse forms of employment and the changing market environment brings forward a new demand. According to the Labor Contract Law, the dispatched workers shall enjoy the right of equal pay for equal work as the workers of the receiving unit do. The receiving unit and the labor dispatching company shall be jointly and severally liable which severely restricted the form of labor dispatching. Under the circumstances, labor outsourcing is conveniently become the main direction and trend. Some receiving unit will be part of the auxiliary, temporary and service businesses entrusted to a more professional and efficient labor outsourcing company to manage, and concentrate on the development of their main business. In this way, they can not only solve the problems of staff shortage, but also increase the benefits.This thesis first compare the development situation of labor outsourcing industry between domestic and overseas, then bring the concept of labor outsourcing. Explain the differences between labor dispatching and labor outsourcing by management modes, application of law clauses, labor risks and other aspects. After that, gives a basic introduction about Daqing ZT, its labor employment and current situation of labor outsourcing. Through comparison and analysis, case analysis and other methods, it analyzes the problems of Daqing ZT labor outsourcing from internal management system, risks of employment, loyalty and supervision; also it analyzes specific reasons the problems arising from on externalities, Daqing ZT management, labor quality and etc. At last, it proposes the specific countermeasures to solved the problems of Daqing ZT labor outsourcing, which mainly includes improving the internal management system, avoiding risks of employment, setting up a professional credit files for the labor outsourcing companies and their employees, establishing supervision and management system, etc. An effective implementation of labor outsourcing can heighten their core competence. Meanwhile, establishing a labor outsourcing management and supervision system has a positive effect on the development of Daqing ZT and the same industry's labor outsourcing as well as its establishment and perfection.
