Research On Performance Supervision System Of Rail Transit PPP Project Based On KPI

With the increasing scale and number of rail transit PPP projects,how to effectively supervise rail transit PPP projects has become an urgent problem to be solved.At present,China's rail transit PPP project has not formed a systematic performance supervision system,which has various regulatory bodies,unclear rights and responsibilities,and a single means of supervision.In response to this problem,this paper analyzes the status quo of China's rail transit PPP project supervision.Based on the analysis of a large number of literatures and cases,KPI is used as a means to construct the performance monitoring system of China's rail transit PPP project from three aspects: regulatory content,regulatory body and supervision mode.On this basis,the key regulatory indicator system is explored.Construction of third-party regulatory agencies and regulatory information platforms.The three main research contents are :Firstly,in order to determine the supervision content of rail transit PPP project supervision,this paper uses the analysis principle of the performance regulation indicators and the characteristics of the rail transit PPP project,and uses the analysis method and the literature research method to develop the supervision indicators to construct the initial performance supervision index set..Then use the case analysis method to extract the factors that lead to the project failure from the failed PPP projects at home and abroad to supplement the initial supervision indicators and obtain the monitoring indicators set of the rail transit PPP project.Finally,the cluster analysis method is used to screen and correct the above-mentioned regulatory indicators,and the key performance supervision indicators are obtained.At the same time,the characteristics of different types of rail transit projects are considered,and the key performance supervision index system of different types of rail transit PPP projects is constructed.Secondly,in view of the multi-agent supervision problem in the supervision of China's rail transit PPP project,in order to ensure the smooth performance of the track PPP project performance supervision,it is necessary to introduce an independent third-party organization to supervise the PPP project.By learning from the experience of foreign regulatory agencies,this paper selects the third-party regulatory agencies in China from the independence,professionalism and compliance of the institutions,clarifies the responsibilities and obligations of the regulatory agencies,determines the regulatory content of the third-party regulatory agencies,and builds a suitable The third-party regulatory framework for the rail transit PPP project.Finally,timely and accurate access to rail transit PPP project information is a prerequisite for effective supervision of rail transit PPP projects.In order to avoid information asymmetry resulting in low regulatory efficiency,it is necessary to construct a project information disclosure platform to allow all stakeholders of PPP projects to participate.Go to supervision.This paper draws on the successful practices of countries for information disclosure of PPP projects,introduces big data and BIM technology into the PPP project supervision platform,and uses software technology to collect objective and complete project key data at various stages of PPP projects,prompting regulators to PPP.Effective implementation of project implementation.Based on the above research,this paper constructs a KPI-based rail transit PPP project performance supervision system,To a certain extent,it can guide the PPP actual operation of the rail transit project.
