Evaluating Services Efficiency Of Urban Real Estate Registration Agencies Based On Public Opinion Mining

Real estate registration is a real right system established by Property law of the People's Republic of China.At present,China's real estate registration business is in the stage of implementation and improvement.The real estate registration business is facing the challenges of institutional responsibility coordination,information resource integration,process reengineering and platform construction.Under the situation of large volume of real estate registration stock business and large flow of real estate transaction business in China,the efficiency of real estate registration service becomes more prominent,and it has become a necessary task to implement the regulation of real estate registration institutions and improve the work efficiency.Therefore,it is necessary to evaluate the service efficiency of real estate registration,which is of great significance to promote the development of real estate registration and is also the requirement of "promoting construction by evaluation" and "building a service-oriented government" in China.Based on the situation of real estate registration management and the requirements of administrative reform in China,we aims to analyze the service efficiency and influencing factors of urban real estate registration,and to provide targeted suggestions for institutional improvement.Based on the new public service theory and service-oriented government theory,we defines an external evaluation framework that takes public satisfaction as the efficiency measurement,and four public opinion indicators including congestion degree,waiting time,procedure complexity and business technology.The collection method of web public opinion and the calculation method of service efficiency index are designed,and the diagnosis and characteristic analysis method of service efficiency are designed from multiple perspectives of public opinion combination type,spatial statistical distribution and policy correlation influence.We collected 564 pieces of web news from March 2015 to December 2018,and come to the following conclusions: Public opinion index of China's urban real estate registration is high,reflecting the problems of inadequate registration window settings,inadequate process settings,low technology utilization rate.Registration authorities in different cities face different problems,and they can take targeted measures to improve the efficiency of real estate registration service according to public opinion indexes,such as establishing reservation system,strengthening professional and technical personnel training,optimizing registration process,improving network joint office platform,and strengthening the utilization rate of modern technology.The scale of the city and the real estate regulation policies affectthe public opinion index.The urban real estate registration authorities should take necessary emergency measures.In this paper,the external evaluation model of public participation evaluation and web access data is adopted to overcome the difficulty in unifying the efficiency evaluation standards caused by different sizes of cities,differences in real estate market activity,differences in business processes and institutional Settings.The study in this paper is a refinement of the external evaluation model of government performance evaluation,which can provide support for the real estate registration authorities to promote construction by evaluation.The evaluation idea in this paper can provide reference for other administrative authorities,enterprises and other service efficiency evaluation.
