In China's economic and social development and urbanization process,land expropriation and played a crucial role,reviewing the forty years since the reform and opening up,through the land expropriation,access to a large number of construction and development space,also by land expropriation,makes a large number of rural population into urban population,as the urbanization construction provides a strong guarantee.Of land expropriation system in China,however,produced in the early founding of the planned economy era,although follows in the footsteps of his late age,for a series of perfect,but through decades of use,to standardize the current land expropriation behavior under the new situation,becoming less,has exposed the serious defect of the chief question is land expropriation work,administrative power to managers,judge the face of strong intervention,with power and command replaces the original service,administration service,indeed to standardization,is a subject in legal rights and interests are harmed in the process of land expropriation.Mainly in chongqing's jiangbei district as an example,this paper analysed some problems existing in the work of the current land expropriation,and most of these problems can be addressed by administrative service intervention and specification,so the standardization administrative service around the core,will improve the land acquisition in chongqing jiangbei provides the relevant advice.The article is mainly discussed in five parts.The first part is the introduction,which discusses the writing background and significance of this paper.This paper expounds the important constructive role of land expropriation system for social and economic development and the significance of improving land expropriation system.The second part is literature review.Related research mainly on the purpose of the land expropriation,land expropriation compensation,and the process of land expropriation administrative service to expand in the process of land expropriation,draw lessons from the domestic and international theory and practice about land expropriation and the related research and practice experience,became the important foundation of writing,this paper also found the weaknesses of current research and practice,the less attention to the administrative service problems in land expropriation,which become the main aspects of this writing.The third part is the current system regulation and policy of chongqing jiangbei district.All levels of policy specification is the basic foundation of jiangbei real implementation of land expropriation,land expropriation as an administrative act,administrative services belong to the same administrative behavior of land expropriation,should be legal,the laws.By sorting out relevant policies,we can clearly observe the emergence and development of China's land expropriation system.The fourth part is about the deficiencies and problems in all aspects of land expropriation in Jiangbei District.Starting from the standardization of land expropriation,this paper,on the one hand,analyses the existing problems of the expropriation decision-making mechanism,compensation and resettlement mechanism,dispute resolution and other existing rules,on the other hand,summarizes the outstanding problems and dilemmas through practical cases.Through the standardization of land expropriation,several problems are linked in series to seek a systematic improvement path.The fifth part provides some suggestions for the improvement of the current land expropriation system.As mentioned earlier,there are some problems in land expropriation in Jiangbei District.The main system itself lags behind,and the working methods of government execution are also lack of flexibility and flexibility.Therefore,in order to improve the land expropriation system,we should firmly grasp the idea of high level and standardization,among which the key is how to practice standardization.The author believes that the standardization of land expropriation can be divided into three stages,namely,before,during and after the event.In view of the problems and root causes in each stage,the standardization and efficiency level of land expropriation should be systematically improved.
