Dairy product safety has become an increasingly prominent problem,which has become an important factor restricting people's health and life safety.With the increase of people's economic income,the proportion of dairy products in daily consumption is also gradually rising,and the impact of dairy products safety problems will become more and more serious.Therefore,improving the quality and safety supervision mechanism of dairy products in Hebei Province is the healthy development of the dairy industry at this stage.Dairy industry is an important part of China's agriculture.Hebei Province ranks first in dairy production in China,the output reached the first in the country and showed an increasing trend in 2018.This is a veritable dairy province.The safety of dairy products not only affects farmers' income,but also limits rural development.In his speech on food safety,Premier Li Keqiang pointed out: “We must unswervingly maintain a safe bottom line to ensure food safety and protect people's health.” With the improvement of the people's economic level,the consumption of dairy products must increase accordingly.However,there are still some defects in the quality and safety supervision mechanism of dairy products,which cannot provide strong support for improving the quality of dairy products and pose a huge threat to the health of consumers.The quality and safety of dairy products has become a mess,not only damaging people's health,but also affecting the healthy development of the dairy market.Therefore,improving the quality and safety supervision mechanism of dairy products in Hebei Province is a problem that must be solved at this stage.Based on the theory of information asymmetry,the theory of new public service and the theory of multi-center governance,this paper studies the quality and safety supervision of dairy products in the new period of the reform of supervisory institutions in Hebei Province.It can provide new ideas for solving the quality problems of dairy products at the present stage,narrow the gap with the advanced foreign dairy products guarantee system,and provide strong guarantee for people's health.To contribute to the revitalization of the dairy industry in Hebei Province.First of all,through the review of domestic and foreign literature,the views of scholars at home and abroad were summarized,and the necessity and feasibility of the discipline were determined.Secondly,the concepts related to dairy products,dairy safety and dairy regulation were explained,and the current situation of dairy products supervision in Hebei Province was studied.The study found that the main problem of dairy product regulation in Hebei Province is government agencies,dairy related laws and regulations,safety standards system,inspection and testing system and dairy product quality certification.Based on the analysis of the status quo of the above five links,identify the problem and analyze the cause of the problem.The reasons are as follows: the work of supervision department is defective,the lack of professionals,the formulation of laws and regulations and standard system is lack of scientific and the support of inspection and testing system is insufficient.Thirdly,the analysis of foreign advanced regulatory mechanisms includes the study of New Zealand,EU and US regulatory systems,and discusses the construction of Hebei dairy product quality and safety supervision system.Finally,based on the principle of people's health,the dairy industry is the principle of health and sustainable development,and on the basis of the principle of establishing a service-oriented government,it proposes targeted countermeasures for the causes of problems in government supervision.The first is to attach importance to the construction of dairy safety and deepen the reform of government institutions;second,we should raise the threshold of market access and introduce market competition mechanism;third,we should establish information disclosure mechanism and improve the management of dairy certification;fourth,we should increase investment in dairy scientific research and improve the inspection and testing system;Quality,implementation of talent introduction plan;lastly,we should improve the quality of employees,implementation of talent introduction plan.
