The quality and safety of dairy products is not only closely related to the health and safety of people,but also affects the income of dairy farmers and the development of dairy industries,hence it is of great significance to effectively protect the quality and safety of dairy products for the healthy development of dairy industry.With the increasingly severe competition in the dairy market,a large number of foreign brands enter China's market which severely affects the development of some domestic dairy companies.In the meantime,the whole dairy industry has suffered a huge impact in China due to the frequent occurrence of food safety incidents.At present,for the imperfection of the quality and safety guarantee system of dairy products in Hebei,there are still many unsafe factors about the quality of dairy product,therefore regulations cannot cover the whole process of dairy production.Consequently,it is crucial to improve the quality and safety guarantee system to ensure the safety of dairy products in order to promote the healthy development of dairy industry throughout the province.In this article,the concept of the quality and safety of dairy products has been defined in the first place,its related theoretical basis has also been stated.A comparison research between national and overseas has been made about the application of the dairy products quality and safety guarantee system,several experiences from developed countries has been used as a reference.Secondly,from the aspect of supply chain,a research has been made about raw milk production,acquisition,storage and transportation,dairy products processing and sales in relation to the present situation of the quality and safety of dairy products in Hebei Province.Meanwhile,using PEST model,the internal and external factors affecting the quality and safety of dairy products in Hebei Province have been further analysed.In addition,this article adopts the method of case analysis to analyse the successful appplication of quality and safety guarantee system of dairy products in Junlebao Dairy Co.Finally,using the inductive analysis,this article puts forward several suggestions to improve the quality and safety guarantee system of dairy products: To enhance milk source construction;to improve benefit connection mechanism;to improve the quality and safety regulatory system of dairy products;to strengthen the construction of quality management control system and integrity supervision system in the dairy enterprise;to strengthen the service function of industry associations;last but not least,to increase publicity of dairy products safety.Hopefully,these suggestions can help to provide reference for the improvement of the quality and safety guarantee system of dairy products for hebei province.
