The Supporting Service Model Of Environmental Pollution Liability Insurance

With the development of insurance,the value of post payment is becoming more and more important.It provides important ideas for public governance in the full risk society.As the one of liability insurances which government emphasizes to push,the environmental pollution liability insurance's function is to practically reduce the damage of enterprise environment pollution accidents.However,because of lacking the supporting service of enterprise's emergency demand,the risk sharing mechanism of enterprise's environmental pollution which based on the insurance is still difficult to effectively prove enterprise's ability of risk prevention and control,the incidence of enterprise's accident is still high.In view of this,based on the perspective of environmental pollution risk,this paper this paper makes a thorough analysis of the functions of enterprises,government and insurers,then puts forward the supporting service mode which based on enterprise risk prevention and accident disposal,and gives the basic internal capacity and implementation points of all kinds of services.The main work of this paper is as follows:1)Clouded the logic of liability insurance supporting service which is based on government industry regulation,insurance risk supervisor and insurer risk management.2)Put forward the risk evaluation matrix based on the index of environmental pollution risk assessment and environmental sensitivity adjustment coefficient,and gave all the weight and evaluation points of 6 indexes in level-2 and 22 indexes in lvcel-3.3)Clouded the insurance business system which covering 9 government services and 4 insurer services by making three party business game of government,enterprise and insurer with the target of enterprise risk prevention and control.4)Put forward the supporting service mode of the insurance with the core of the risk prevention / accident disposal of the fourth party service,and gives the positive feedback effect on the enterprise emergency management,the effect of government governance and the operation of the insurer.The research and exploration of the supporting service mode of the insurance has an important value for the cooperation of governance mechanism in enterprise environmental pollution risk under the guidance of the government.It could improve the quality of enterprise's risk management,and the concept of supporting service mode will provide a feasible reference for the research of other types in government public management.
