Because of historical reasons,China’s land system had the problem of "binary" structure for a long time,state-owned construction land and collective construction land have "different rights" and "different prices".With the development of china’s social economy,the demand for mortgage financing of the right to use the collective construction land is increasing,and the mortgage financing of the right to use the collective construction land in rural areas is one of the inevitable reform trends in the future,which can increase the property income of the peasants.Nanhai District is one of the first areas in China to try to carry out collective operation construction land transfer into the market and mortgage financing,and has accumulated a lot of experience in many years of exploration.In February 2015,Nanhai District was listed as one of the 33 pilot projects of rural land system reform in China,and it undertook the task of exploring the reform of rural collective management construction land into the market.Among them,the mortgage financing of collective operating construction land is one of the important research topics of reform.On the basis of consulting the literature and field research,this paper first combs and summarizes some views on collective land mortgage financing at home and abroad,then analyzes the exploration process and the current basic status quo of collective operating construction land financing in Nanhai District,and summarizes its characteristics.On this basis,the analysis of Nanhai District is currently facing a series of problems,including the mortgage financing policy system supporting insufficient,credit level needs to be improved,the realization of the mechanism is not smooth enough,and the weak risk prevention and control.In view of these problems,summarize the experience from Chengdu,Shanxi Yangling,Ningxia concentric and other cities,and combine the actual situation in Nanhai District,put forward the idea of solving the problem,including further establishing the policy system of mortgage financing for collective operation construction land,strengthening the credit cultivation of the mortgage financing of collective operation construction land,Improve the realization mechanism of the mortgage right for collective operation construction land and enhance the risk prevention and control of the mortgage of the collective operating construction land.
