Research On The Problems And Optimization Measures Of E Company’s Tender Procurement

At present,with the acceleration of the legalization process in China,it is increasingly important to govern the country according to law.At the same time,in order to reduce various problems of state-owned enterprises,increase control over state-owned funds,prevent the loss of state-owned assets,and both maintain and increase the value of state-owned assets,the laws and regulations related to the bidding procurement system are gradually improved,such as the “Tendering and Bidding Law ” and the "Government Procurement Law",which have been promulgated and implemented.In response to the call of the state,Company E conducted professional tendering management of the required materials and established an independent tendering department.However,due to a series of shortcomings in the procurement system,the accumulation of experience,and the sound operation management of E company,there are still some problems in the procurement bidding work,which directly affects the rational use of the company’s procurement funds.It also brings certain hidden dangers to the quality of procurement.Therefore,Company E must recognize the importance of procurement tendering and establish a standardized procurement bidding operation with a scientific management system.This paper summarizes the domestic and international research status by summarizing the research on bidding and purchasing of enterprises at home and abroad.On the basis of the relevant theories of bidding and procurement,through the questionnaire survey,the current situation of E company’s current bidding and procurement is sorted out,and the problems of E company’s current bidding procurement are analyzed,the main is that the bidding strategies are not clear enough,the method is not scientific enough,the purchasing staff is insufficient and so on.Then,after analyzing the motivation of E company’s procurement bidding optimization,it proposes a series of measures to optimize the bidding and purchasing of E company,including optimizing the bidding plan,refining the responsibilities of bidding procurement agencies,strengthening the staff training and management,etc.Made the bidding procurement system became more perfect,finally,the bidding and procurement work is more legal and compliant.And a continuous and stable supply chain system is established,the cost of E company is reduced,and the efficiency of E company is improved.
