With the development of large-scale,clustered and complicated construction projects with huge infrastructure scale and high efficiency requirements,the traditional project management model can no longer meet the needs of this type of projects.The whole process engineering consulting is a mature management mode in the world,which can provide the whole life cycle of engineering consulting services to meet the needs of the owners.By referring to the foreign management model,the whole process of engineering consultation in China should be timely.As China is in the initial stage of promoting the whole-process engineering consulting service mode,there is a lack of laws,regulations and norms,let alone a fee system.At present,most of the fees of whole-process engineering consulting projects are simply superimposed by the traditional fees,which leads to the lack of consulting motivation of the whole-process engineering consulting service agencies.This paper makes a preliminary exploration of the whole process of engineering consulting service compensation model by referring to the management model of agent construction.Under the framework of basic superposition method and investment balance reward,the weight of each role in the whole process of engineering consulting service is analyzed by mathematical method,Study the management reward of work element,form the research of basic superposition method part.The risk reward model of investment balance is studied through risk sharing and risk ratio.The main research contents of this paper are as follows:First,according to the whole process engineering consulting service,the whole process engineering consultation is divided into investment consulting,survey design,bidding agency,construction supervision,and investor role.Using text analysis of the "Hunan Province Engineering Consulting Services pilot list the whole process," "the whole process of engineering consulting services contract(Quzhou Model)" and other documents for analysis,formed a set of work elements for each role,using weight analysis to derive the proportion of each work factor,linked to the traditional fees of each role,and considering the complexity and other factors to form a management compensation model.Second,by studying the risk sharing in the whole process engineering consulting service,the risk probability of directly affecting the project remuneration is analyzed.The CIM model is used to analyze the impact of the compensation on the rewards,and the expected risk value of the project management objectives is obtained.Based on the provisions of the agent construction ratio of investment balance,the risk balance model is set by combining the investment balance ratio with the risk expectation value.Third,use actual cases,sort out the contract content,study and analyze the role of engineering consulting services in the whole process,sort out the working elements and their proportions,and calculate management compensation.The investment balance is derived by substituting risk expectation and investment balance into the risk compensation model.Case compensation is calculated by superimposing management rewards and risk rewards.Realize the application of the reward model of this paper in practical cases.In summary,this paper will set the management reward model and risk reward model under the framework of basic superposition method and investment balance reward,and use text analysis,case analysis,CIM model to determine the key data in the model,and establish investors and consultations.A reward model for institutional operations that provides guidance for practice.
