Since the founding of the People's Republic of China,the real estate industry has also developed rapidly and become a pillar industry of the national economy along with the rapid development of China's urbanization process.The data show that the total output value of the real estate industry accounted for 26.12% of the national GDP in 2018.In the early stage of real estate development,residential houses were mainly based on rough houses.However,as the material and cultural needs of customers increased,residential products gradually showed diversified trends in order to meet different market demands.Fully renovated houses start to enter the real estate market as a new product type.The central government began to implement the regulation in real estate market because of its overheating.Under the guidance of policies such as “resolutely curbing rising housing prices”,“households are not speculating”,“reducing the land supply of commercial housing”,“restricted sales”,“limited loans”,“limited housing price” and “restriction of purchase” have been introduced one after another,resulting in increased market competition and the developer's profit margin also being compressed.However,due to the ability to increase product premiums and increase profit margins,fullyrenovated homes have begun to be promoted by developers as an important means of maintaining profitability and enhancing corporate competitiveness.At the same time,in order to avoid the large amount of energy consumption and environmental pollution caused by the secondary decoration of the rough house,since 1999,the state has also begun to introduce relevant policies to promote the development of fully renovated residential buildings based on the purpose of environmental protection and sustainable development.Although the real estate industry has gradually formed a procurement management and cost control system through the introduction of supply chain and supply chain management for many years,as the fully renovated residential houses have gradually developed into mainstream products,the existing real estate supply chain and procurement management cannot adapt to the characteristics of fully renovated residential houses,such as variety and quantity decoration materials,the number of renovation projects and the small amount of engineering.Thus the requirements for material procurement and engineering procurement are required.Therefore,under the impetus of the policy environment and market demand,the supply chain and procurement management suitable for fully renovated houses will be constructed.The system is of great significance for real estate enterprises to effectively implement cost control and optimize procurement processes.This paper summarizes and analyzes the development status and problems of fully renovated residential buildings by means of literature research,investigation and research,and case studies.And sorts out the current development status and existing problems of real estate supply chain and procurement management.Meanwhile,it through the investigation and research,determines the characteristics and needs of the real estate industry supply chain and procurement management under the background of fully renovated residential buildings.Based on the theory of procurement and supply chain,using the inductive deduction method,learning the experience from manufacturing industry and the existing electronic network platform used by the real estate industry,this paper also reconstructs the real estate supply chain,designs and builds the real estate industry collaborative procurement management system,supply chain and corresponding collaborative procurement platform under the background of fully renovated residential buildings,and verifies its effectiveness with the vensim model simulation and expert interviews.This paper introduces the theory of collaborative procurement management into the real estate industry,reconstructs the supply chain,improves the existing procurement platform,and builds a collaborative procurement management system to adapt to the needs of the real estate industry.It provides a basis for real estate enterprises to improve procurement efficiency and control procurement costs,and provides reference for the government to formulate policies for implementing fully renovated houses.
